Residential Treatment Center Placement

Types of Placements through the Voucher System

Non-Special Education (NSE)

Students are placed by state placing agencies for care, safety, or treatment purposes. The home school district must evaluate and submit the Required Documents through the voucher system per A.R.S. § 15-765(E) and 15-1183(B).

Care Special Education (CSE)

Students are placed by state placing agencies for care, safety, or treatment purposes, but are currently eligible for special education. The home school district must update documentation (if necessary) and submit the Required Documents through the voucher system. The home school district is also responsible for keeping the IEP and evaluation current while the student is at the RTC per A.A.C. R7-2-404(B)(6)(a).

Residential Special Education (RSE)

Students are placed by an IEP team and the least restrictive environment (LRE) is listed as a residential placement. In this process, the public education agency (PEA) must reach out to the ACC-RBHA (Arizona Health Care Cost Containment System (AHCCCS) Complete Care Regional Behavioral Health Authority) to conduct a behavioral health assessment. Determining the ACC-RBHA will assist the PEA in identifying the local AHCCCS contractor. State Placing Agencies

State placing agencies per A.R.S. § 15-1181(12) is the Department of Juvenile Corrections (ADJC), the Department of Economic Security (DES), the Department of Child Safety (DCS), the Arizona Health Care Cost Containment System (AHCCCS), and the Administrative Office of the Courts (AOC).

The ADE/ESS Professional Learning and Sustainability unit is pleased to announce two “grow your own” opportunities for educators in Arizona public schools.

  • The General Education Teacher to Special Education Teacher (GETSET) program provides tuition reimbursement to certified general education teachers who want to pursue a career change to become certified in an area of special education. 
     
  • The Special Education Teacher Tuition Assistance (SETTA) program provides tuition reimbursement to paraprofessionals and educational interpreters that leads to special education teaching certification.
