October 1 Data Collection

Annually, the Arizona Department of Education (ADE) is required to report Special Education data to federal government. The October 1 Data Collection is part of that process and occurs in three phases.

The Important Dates document outlines the various deadlines for ESS Data Management data collections.

The October 1 Data Collection Manual includes documentation of the entire process of October 1 Special Education data collection, including frequently asked questions. You may download the manual from this link or click on any topic below.

The October 1 Data Federal Reports and Citations document is a chart that outlines the statutory references for this data collection.

The Personnel Blank Report Form tool provides a form to use when gathering your aggregate personnel data by FTE prior to submitting within the the October 1 Data Collection (ODC) application.

Phase I: Personnel & Verification Count

Phase I data collection begins by having each PEA count the number of students that are provided SPED services on October 1st. PEA’s are also required to collect the number of full-time equivalent personnel (employed and contracted) to provide special education and related services on or about October 1 of the reporting year. Phase II: Reconciliation

Phase II is the process in which PEA’s ensure that all the students that were receiving SPED services on October 1st are reported in AzEDS without error.

Phase III: Non-Reconciliation

Phase III is only for the PEAs that were unable to match the number of SPED students submitted in Phase I with the number of SPED students in AzEDS during Phase II. If a PEA is required to complete phase III, they will be notified by ESS Data Management.

INTERNAL PD INFO: Arizona’s 2023 IDEA Conference: Creating Connections and Strengthening Systems—Save the Date and Call for Papers Thu, Feb 2 2023 Updates

Special Education Stakeholders,

ADE/ESS is excited to share that Arizona’s 2023 IDEA Conference will be held in person from August 21–23, 2023, at the JW Marriott Desert Ridge in Phoenix.

This year’s theme is Creating Connections and Strengthening Systems. This cross-stakeholder event is intended for special education administrative staff, youth and young adults with disabilities, family members and caregivers, state agency staff, educators, service providers, and community members committed to student success. The event will feature over 75 professional learning opportunities, including IDEA legal issues, instructional practices, national trends and hot topics, special education compliance, preschool and secondary transition, and content for related service providers.
