The Emergency Assistance to Non-Public Schools (EANS I) program was created by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act), enacted on December 27, 2020, to support K-12 non-public (private) schools’ response to COVID-19.
The ARPEmergency Assistance to Non-Public Schools (EANS II) program was created by the American Rescue Plan Act of 2021 (ARP Act), Pub. L. No. 117-2 on March 11, 2021. The ARP Act extends the EANS program authorized under section 312(d) of the CRRSA Act, which is intended to support non-public (private) schools’ response to COVID-19.
The Arizona Department of Education is required to administer these programs on behalf of the Governor’s Office. Questions should be sent to [email protected] or 602-542-5268.

The Application for EANS II for eligible private schools is now open. Please see the resources below for information regarding program eligibility, requirements and the application to participate in this program.
Private schools must make all of the following assurances to be eligible to participate in the EANS II program:
The school requesting services or assistance is a non-profit school
The school requesting services or assistance is accredited, licensed, or otherwise approved to operate in accordance with State law
The school requesting services or assistance existed and operated prior to March 13, 2020
The school requesting services or assistance did not and will not apply for and receive a loan under the Small Business Administration’s Paycheck Protection Program (PPP) (15 U.S.C. 636(a)(37)) that is made on or after December 27, 2020. This limitation applies for as long as the non-public school is a participant in either EANS I or EANS II.
The percentage of low-income students enrolled in the school is 20% or higher. This may be demonstrated through data from either the SY2019-2020 or SY2021-2022 school years

A non-public school participating in the EANS II program may apply to receive services or assistance from the Arizona Department of Education or its contractors to address educational disruptions resulting from COVID-19 for:
Supplies to sanitize, disinfect, and clean school facilities
Personal Protective Equipment (PPE)
Improving ventilation systems, including windows or portable air purification systems
Training and professional development for staff on sanitization, the use of PPE, and minimizing the spread of infectious diseases
Physical barriers to facilitate social distancing
Other materials, supplies or equipment recommended by the CDC for reopening and operation of school facilities to effectively maintain health and safety
Expanding capacity to administer coronavirus testing to effectively monitor and suppress the virus
Educational technology
Redeveloping instructional plans for remote or hybrid learning or to address learning loss
Leasing sites or spaces to ensure social distancing
Reasonable transportation costs
Initiating and maintaining education and support services or assistance for remote or hybrid learning or to address learning loss
Please Note: Unlike EANS I, under ARP EANS (EANS II), reimbursements are prohibited for any participating non-public school (See section 2002(b) of the American Rescue Plan Act).

Improvements to ventilation systems (including windows), except for portable air purification systems, which may be reimbursed
Staff training and professional development on sanitization, the use of PPE, and minimizing the spread of COVID-19
Developing instructional plans, including curriculum development, for remote or hybrid learning or to address learning loss
Initiating and maintaining education and support services or assistance for remote or hybrid learning or to address learning loss
Any expenses reimbursed through a loan guaranteed under the PPP (15 U.S.C. 636(a)) prior to December 27, 2020

The Arizona Department of Education has received updated guidance from the U.S. Department of Education regarding the obligation of funds and reimbursement allowability requirements for EANS I funds.
Given this new guidance, our EANS team is requesting the following information from each participating school:
Requests for Services - By April 8th, 2022
Submit all remaining requests for services by April 8th, with completed quotes and completed Service request templates, for all services needed through September 30, 2023, based on your school’s remaining EANS I allocation. Submissions can be completed via the Webform Submission process at https://www.azed.gov/eans. The webform may be found under ‘Participating Private Schools Resources’.
Reimbursement Requests - By August 8th, 2022
All EANS I reimbursement requests must be received by August 8th. These submissions can be done via the Webform Submission process. No additional reimbursements may be allowed after this date.
Please contact the EANS Team if your school currently has "recurring reimbursements" (ie: ongoing lease expenses) your school has in place that are intended to run through September 30, 2023, and the projected total amount of those reimbursement expenses. This update should be sent to [email protected] by April 8th, 2022.
