DATA MANAGEMENT ALERTFY23 Discipline Data Collection UpdateTo learn about updates to the ESS Discipline Data Collection (DDC) application for the upcoming Fiscal Year 2023, please review this memo which outlines upcoming changes. It is important to note that while reporting discipline data into AzEDS has been made available for FY23, this is a pilot year. All discipline data submissions for SPED students resulting in a removal will be required to be submitted into the ESS Discipline Data Collection application for FY23.

Our current presentations emphasize three key components of effective facilitated IEP meetings: knowledge of the IEP process under the IDEA, standardized meeting practices, and the use of meeting management skills that aid in minimizing conflict and maximizing collaboration. Or still looking for this school year?This Friday and Saturday, ADE/ESS will be recruiting speech personnel on behalf of all Arizona school districts and charter schools at the Arizona Speech-Language-Hearing Association (ArSHA) Annual Convention. We will have a booth in the exhibit hall where we will promote the advantages of working in a school setting, and we will distribute information about all current speech vacancies that our PEAs have posted on our free job board.

DATA MANAGEMENT ALERTSPED Integrity Rule -40055Integrity Rule -40055 will update on May 1st to validate SPED and Enrollment Exit Dates and reasons are reported (not null) until the end of FY 2022.SPED integrity rule -40055: If a student’s SPED Exit Reason does not match the student’s regular membership Year End or Withdrawal Membership status, then report the discrepancy as an error. This rule is triggered for all SPED data effective May 1st of the fiscal year to capture invalid exit combinations and relevant data elements not reported (see the SPED Exit Validation Matrix).

Special Education Directors,The opening of the ADE/ESS Special Education Program Approval System for the 2022–2023 school year will open on May 16, 2022. ESS plans to have all ED-P programs that wish to operate for the fiscal year 2022 to 2023 reviewed and approved by the end of June. Failure to apply to the application may cause integrity failures for public education agencies (PEAs) toward the end of the upcoming school year, which may affect state payments.

Topics covered in SENDS include compliance and legal requirements, fiscal issues, assessment, general supervision, and ADE supports and resources.

Special Education Directors,With input from the U.S. Department of Education, Office of Special Education Programs, the ADE/ESS developed policies and procedures for Early Childhood Special Education Transition that are aligned with the IDEA. Following the public participation process set forth in IDEA and GEPA regulations during Spring 2022, ESS considered all public comments and finalized its policies and procedures document. The finalized document is also available on the ADE/ESS website.

Arizona’s 2022 IDEA Conference, Rise Up: Reimagining and Transforming Educational Practices, will feature over 75 learning opportunities that will address IDEA legal issues, instructional practices, national trends and hot topics, special education compliance, preschool and secondary transition, and social/emotional learning. This year’s conference will be held in person from September 7–9, 2022 at the JW Marriott Desert Ridge in Phoenix.In partnership with Children and Youth with Special Health Care Needs, ADE/ESS is excited to be able to once again offer free registration for Arizona youth and their families.

DATA MANAGEMENT ALERTFY22 Parentally Placed Private School Student Survey required by all Public School Districts only opens on 5/18/22The Individuals with Disabilities Education Act (IDEA) 2004 requires that each public education agency (PEA) maintain its records and provide to the State information related to parentally placed private elementary and secondary school student covered under §§ 300.130 through 300.144.The application will open on 5/18/22 and close for submissions on 8/3/22.

DATA MANAGEMENT ALERTNEW Special Education Data DashboardThe NEW Special Education Data Dashboard (SEDD) opens on Wednesday, May 18, 2022 (today). The purpose of this application is to provide a one-stop shop for public education agencies (PEAs) to securely view their special education data as well as a redacted statewide view. By viewing relevant data in one place, PEAs can see how it all ties together and ultimately, how it all culminates into the indicators outlined in the State Performance Plan (SPP) / Annual Performance Report (APR).

Special Education Directors,ESS/Program Support and Monitoring (PSM) is proud to announce the release of the SY 2022–2023 Programmatic Monitoring Guide Steps. Additionally, is the release memo indicating some of the recent updates. The guide steps are a technical assistance document created to aid PEAs in understanding the requirements specific to programmatic monitoring. Legal compliance, as it relates to a state complaint or due process, may be more extensive. Examples included are intended to provide additional clarification and understanding on how to apply a compliance lens to a student’s evaluation or IEP. These examples should not be taken directly and added to a unique student’s IEP or evaluation, because each student is unique and has his/her own set of circumstances that must be addressed through his/her individual evaluation and IEP.
