SPED DATA UPDATE: October 1 Special Education Data Collection Closes on January 15, 2021

Program Area: Special Education
To ensure compliance with federal reporting and program requirements for the fiscal year 2021, the Arizona Department of Education (ADE) is compiling data for student's special education data on October 1, 2020. Reports will be prepared using special education data that has been submitted by Arizona school districts, charter schools, and other public education agencies (PEAs) via their respective student information systems to ADE and has Passed Integrity in AzEDS accordingly. This system is a part of the October 1 Enrollment Data.

INTERNAL PD OPPORTUNITY: Considerations for Completing Psychoeducational Evaluations in 2021

Please join us for a Lunch and Learn on Thursday, February 4 from 11:45 a.m.—1:00 p.m., when leaders from the Arizona Association of School Psychologists (AASP) present, “Considerations for Completing Psychoeducational Evaluations in 2021.”As schools are working to support students’ learning in distance, hybrid, and in-person settings, they are also challenged with determining how to meet the needs of diverse learners, including identifying and making eligible those students who are in need of special education. Please join us as our presenters share considerations for completing initial and reevaluations in the current educational environment. Topics covered will include collecting additional data, SLD determination, and teleassessment.    

RECRUITMENT & RETENTION INFORMATION: Education Career Fairs Calendar

As part of our ongoing recruitment efforts on behalf of Arizona’s public schools, ADE/ESS compiles and updates a list of education career fairs happening at educator preparation programs across the country.If your school is planning to recruit for special education teachers from out of state, we hope this list will make that task a bit easier for you. This list is available on the Arizona Education Employment Board website under the “Find a University Job Fair” icon.

FISCAL UPDATE: Ancillary Services and Group B Funding - Information Needed

Program Area: Special Education
Arizona students with disabilities receiving special education services are reported into AzEDS to generate state funding as appropriate. Dependent on the disability, students with disabilities receive varying weighted totals under state aid. There is a fundable scenario that is not able to be reported into AzEDS at this time, which is comprised of students who require ancillary services but do not require special education instruction as outlined in A.R.S. § 15-769(D).

DATA MANAGEMENT ALERT: New Integrity Rules for FY21: -40080, -40081, -40082, and -40083

Program Area: Special Education
Four new integrity rules for FY21 will be introduced into the integrity process on FY21 SPED data shortly.  These new rules are a continuation of our effort to further validate SPED Exit Codes to ensure clean data for the state.  New one-sheet Integrity Tools are available on our AzEDS SPED Reporting webpage for troubleshooting tips, and the rules have been added to our SPED Integrity Rules Reference document.  These rules have been moved to the upcoming section on the FY 2021 ESS Data Reporting Updates document.

SPED DATA UPDATE: Teacher Attrition Survey is Now Open

Program Area: Special Education
ESS collects data each year through the Teacher Attrition Survey to make informed decisions about recruitment and retention efforts in Arizona. Participation in the survey is mandatory for all district and charter schools in Arizona.

FUNDING INFO: IDEA Maintenance of Effort Compliance Test Begins March 1

Program Area: Special Education
The purpose of the Individuals with Disabilities Education Act (IDEA) Maintenance of Effort (MOE) Compliance Testing is to ensure that local education agencies (LEAs) do not supplant state and local funds with IDEA federal funding sources per 34 C.F.R. §300.203(b). Any LEA that received federal entitlement funds for the IDEA must be tested for MOE Compliance.

INTERNAL PD OPPORTUNITY: March Math Office Hours

Program Area: Special Education
The ADE Math Team has scheduled office hours to allow educators to meet together to network, problem-solve, and develop solutions to allow all Arizona teachers and students to continue to feel supported and to be successful.Grade-band meetings are provided for all math teachers, including special education teachers! These grade-band meetings will include opportunities for networking, problem solving, and sharing different implementation models. Office hours are one hour long with an additional 30 minutes at the end for a Q & A session.  Participants can earn one hour of professional development credit for each session attended.

DATA MANAGEMENT ALERT: SPED Integrity Rule -40055

Program Area: Special Education
SPED integrity rule -40055 is defined as follows:  If a student’s SPED Exit Reason does not match the student’s regular membership Year End or Withdrawal Membership status, then report the discrepancy as an error. This rule is triggered for all SPED data effective April 1st of the fiscal year to capture mismatches and relevant data elements not reported. (See the SPED Exit Validation Matrix)

DATA MANAGEMENT ALERT: ESS Discipline Data Collection application is now open.

Program Area: Special Education
We are pleased to announce the ESS Discipline Data Collection (DDC) application is now open for FY21 SPED discipline incident submissions.  All disciplinary incidents that result in the removal of a student receiving special education services are required to be submitted in the DDC application.  The application will only accept incidents for students reported as SPED in AzEDS on the date of incident.  More information about the ESS Discipline Data Collection is available on our Annual SPED Data Collection webpage.
