SPED DATA UPDATE: Reporting Expulsions for Students without Disabilities into AzEDS

The United States Department of Education and the Office of Special Education Programs require that public education agencies (PEAs) submit discipline data to state education agencies for federal reporting into EDFacts. The Arizona Department of Education will now require expulsions involving students without disabilities to be reported in the discipline domain of Arizona Education Data Standards (AzEDS) beginning fiscal year (FY) 2026.

New Integrity Rule: -40102 

 

Effective April 28, 2025, a new integrity error has been implemented for SPED data validations in AzEDS. This new integrity error is part of an ongoing effort to ensure clean data during the fiscal year and to avoid corrections of data after the close of the fiscal year. 

Code: -40102  

Message: For each day, a SPED need is reported, an LRE must be reported.  

This rule ensures that a Least Restrictive Environment (LRE) code is reported any time a SPED need has been reported. Missing LREs can cause issues with the ADE systems, funding, and federal reporting. If an LRE has been reported, verify the LRE entry and exit dates are reported on in-session days of the associated calendar.

The FY25 training for the Special Education Data Dashboard application was held on Thursday, May 8, 2025. If you were unable to attend, you can still view the recorded webinar. For your convenience, you can access the webinar on Vimeo, on our SEDD webpage, or the homepage of the SEDD application. 

Office Hours 

To help ensure successful completion of your data review, entry, and certification, ESS Data Management is offering PEA’s the opportunity to meet 1-on-1 with an ESS Data Management Specialist via Microsoft Teams. Feel free to register for an appointment by visiting our Bookings page. Be sure to watch the SEDD training video prior to signing up for an appointment. 

Important Dates 

  • May 7, 2025: SEDD opened 
  • Validate that users have the correct access to the application 
  • Begin reviewing/entering data 
  • July 15, 2025: Student data is due 
  • All student data in AzEDS must be corrected in PEA’s SIS 
  • Preschool Transition and SWOD data entry 
  • July 23, 2025: Data Certification opens 
  • LEA Signer must complete electronically 
  • August 6, 2025, by 5:00 p.m. 
  • Late submissions may hold IDEA funds and impact PEA determinations.

FY26 Statement of Assurances (SOA) due June 11, 2025

The FY26 Statement of Assurances application is open for submission. All public education agencies (PEAs) must submit the IDEA Statement of Assurances (SOA) through the ESS Portal within ADEConnect. This is required before any FY26 activities in the Exceptional Student Services portal are allowable. The portal will block any PEA that has not completed the SOA effective July 1, 2025, which is when FY26 begins. 

The application is now open for submission and closes on June 11, 2025. 

The SOA must be submitted by the Superintendent, Charter Holder, or Special Education Director of your PEA before FY26 IDEA funding applications are approved in the Grants Management Enterprise system. 

  • The PEA must assign the role of ESS Special Education: Signer in ADEConnect to the individual who will review, sign, and submit the Statement of Assurances. 
  • PEAs that do not apply for IDEA funds are still required to submit the SOA.

DATA MANAGEMENT ALERT 

FY25 Parentally Placed Private School Student Survey (PPPSS) is now open and due August 13th, 2025 

The Individuals with Disabilities Education Act (IDEA) 2004 requires that each public school district with geographic boundaries maintain its records and provide to the State information related to parentally placed private elementary and secondary school students covered under §§ 300.130 through 300.144. 

The application is now open and will close for submissions on August 13th, 2025. 

 The PEA must assign the role at the district level of ESS Data Surveys: User in ADEConnect to the individual who will submit this survey. 

Once the role is assigned, please log in to ADEConnect, navigate to the Exceptional Student Services Portal (ESS), and select the Data Surveys link within the "Surveys and Assurances" section. From there, you can click on the "Take Survey" button located in the “Parentally Placed Private School Student Survey" section to start the survey. 

Upon completion, the application will display a "Thank you for submitting" page.

Special Education Data Dashboard is Now Open: Wednesday, May 7, 2025  

This alert is to inform you that the Special Education Data Dashboard (SEDD) application is now OPEN. 

SEDD is a one-stop shop for public education agencies (PEAs) to securely review their SPED data collected over the fiscal reporting year and certify said SPED data at year-end. 

Accessing the SEDD application 

1. Navigate to ADEConnect.  

2. Click "View Applications." 

3. Locate the parent/district level entity for your organization. ([PEA Name] ([EntityID])) 

4. Click the "Exceptional Student Services Portal" link.  

5. Locate the "Data Collection and Reporting" section.  

6. Click the "Special Education Data Dashboard" link. 

Review your data for each site within your PEA. Please make any applicable corrections to your data within your Student Information System (SIS) before the close of AzEDS reporting for the fiscal year.

Data Management Alert: SEDD Application Information

There was an error in our recent automated email notifications regarding the certification process for the Special Education Data Dashboard (SEDD) application. The emails incorrectly stated that the certification period is currently open. We apologize for any confusion this may have caused and appreciate your understanding. Rest assured, you will receive a notification when the application officially opens on May 7, 2025, and again when the certification window opens on July 23, 2025.

Special Education Data Dashboard 

The Special Education Data Dashboard (SEDD) is scheduled to open on May 7, 2025. SEDD is a comprehensive platform for Public Education Agencies (PEAs) to securely access federally mandated special education and statewide public data with redaction features. Through this application, PEAs enter, review, and certify special education data required under Section 618 of the Individuals with Disabilities Education Act (IDEA).  


Application Access  

The roles below can access the SEDD application and can only be assigned by the local ADEConnect Entity Administrator within the PEA. Only one role should be assigned per user, and it should be applied at the parent entity (district) level:  

  • ESS SEDD: LEA User  
    • Data Entry and Review only  
  • ESS SEDD: LEA Signer  
    • Data Entry, Review, and Certification  
    • This role is designated for SPED directors, superintendents, business managers, and other equivalent titles. 

Reporting Requirements  

Even if a PEA did not provide services to any special education students throughout the school year, the PEA is still required to review this data during the review period and certify this information during data certification.   

  • Public School Districts  
    • Exit data, including tuitioned-out students  
    • Discipline data, including tuitioned-out students  
    • Students Without Disabilities (SWOD), if applicable  
    • Preschool Transition  
  • Charter Schools  
    • Exit data, including tuitioned-out students  
    • Discipline data, including tuitioned-out students  
    • Students Without Disabilities, if applicable  
  • Secure Care Facilities  
    • Exit data  
    • Discipline data

Important Dates  

  • May 7, 2025: SEDD opens  
    • Validate that users have the correct access to the application  
    • Begin reviewing/entering data, if applicable  
  • July 15, 2025: Student data submission deadline  
    • All student data in AzEDS must be corrected in PEA’s SIS  
    • Preschool Transition and SWOD data entry via the SEDD application  
  • July 23, 2025: Data certification opens

We are conducting a training session via Microsoft Teams to help PEAs meet these reporting requirements. If you cannot attend this event, a video of the webinar will be made available later.
