School and Behavioral Health Partnerships Guide

School and Behavioral Health Partnerships Guide

Behavioral Health Guide

In collaboration with Arizona Health Care Cost Containment System (AHCCCS), the Arizona Department of Education is proud to provide the School and Behavioral Health Partnerships Guide for principals and school mental health professionals to help increase students’ access to the mental health care system. In addition, the Arizona Department of Education is mindful of student wellbeing impacted by the pandemic and the challenges they may experience when adjusting to in-person learning as schools reopen. Some students may need formal support from community behavioral health partners. To help families connect students to needed supports, the Department of Education partnered with state and national agencies to develop guidance on how to access the mental health system of care in Arizona to include funding sources that offer free and/or reduced services for all Arizona students. Due to Covid relief funding and SB1523, students who are not currently eligible for Medicaid, are uninsured or underinsured, can receive mental health services at no cost through the Community Mental Health Block Grant (MHBG) allocated to Title XIX/XXI funding or through the Children’s Behavioral Health Services Fund.

Suicide Prevention Month 2021

Some 1,400 Arizonans die by suicide annually; it is the eighth leading cause of death in the state. And yet, we can all play a role in helping to decrease this number in our communities. Remember to WAIT:

W: Watch for signs of distress and uncharacteristic behavior, including an increase in substance use, sleep pattern changes, discussing death or suicide

A: Ask, “Are you thinking of dying by suicide?”

I: It will pass. Reassure the person you’re speaking to that suicidal thoughts are treatable and you will walk alongside them to get care.

T: Talk to others. Call the crisis line for immediate guidance on the next steps.

DATA MANAGEMENT ALERT: Reporting of Primary/Secondary Needs in AzEDS

DATA MANAGEMENT ALERT: Reporting of Primary/Secondary Needs in AzEDS

DATA MANAGEMENT ALERT

Reporting of Primary/Secondary Needs in AzEDS

This notice serves as a reminder that the most accurate disability representation should be reported for all students with disabilities throughout the school year.

When reporting needs (disability categories) to AzEDS for students, all eligible needs listed on a student’s IEP should be reported for all special education placements in Arizona. If a student has only one need, that need is reported as the primary need. For students with multiple needs, only one can be reported as the primary need and the other need(s) would be reported as secondary. The primary need is defined as the one that most adversely affects the student’s ability to access the general curriculum.

Accurate disability representation is required for statistical analysis, fulfilling data requests, state funding, data visualizations/dashboards, and making data-driven decisions.

For questions please contact [email protected].

DATA MANAGEMENT ALERT: FY 2022 October 1 Data Collection

DATA MANAGEMENT ALERT: FY 2022 October 1 Data Collection

DATA MANAGEMENT ALERT

FY 2022 October 1 Data Collection

The Exceptional Student Services (ESS) Special Education (SPED) October 1 Data Collection (ODC) child count is a key process that is consequential for federal reporting, determining federal allocations and providing information for the state to make educational determinations over time. Public education agencies (PEAs) are required to verify the count of students receiving SPED services over October 1. Verification will be completed through the web-based ESS October 1 Data Collection application, available through the ESS Portal via ADEConnect.

The October 1 Data Collection consists of three phases:

  • Phase I: Verification & Personnel
  • Phase II: Reconciliation
  • Phase III: Non-Reconciliation (if applicable)

For a complete ODC timeline, please review the ESS Data Management Important Dates document.

Phase I: Verification

The ESS ODC application will open on Wednesday, October 6, 2021. PEAs must login to the application to submit the October 1 verification and personnel counts. All technical assistance documents and FAQs will be available by accessing the “Help tab” on the home page of the ESS ODC application.

Please note that October 1 is the count date, not a due date or deadline.

October 1 falls on a Friday this year. If October 1 is a non-session day for your PEA (i.e., fall break), be mindful of the following information. To ensure an accurate count, include students who were enrolled on the last day school was in session before October 1 as long as they are known to have continued in special education on the first day school was in session following October 1 (whether it be in your school in your PEA or another PEA). The PEA that should count the student is the PEA the student was enrolled in prior to October 1.

Resources

ODC Manual – This manual includes documentation of the entire process of ODC, including frequently asked questions.

Please note the Important Dates document shows that Phase II of the October 1 Data Collection is due earlier this year than previous years. Ensure your SPED data in AzEDS is accurate and passing integrity regularly to ensure a smooth Phase II submission.

IDEA Conference (Conference Registration | Recording coming soon)
