We encourage you to review both the Publicly Available Data section below and ADE's Public Data Sets webpage before submitting a request. Many commonly requested records, reports, and datasets are already available online and can be accessed immediately.

Taking a few moments to review these resources may help you find the information you need more quickly. If you are unable to locate the information after reviewing both resources, please submit the form below.

Empowerment Scholarship Account (ESA) Data:

You can find information on the ESA webpage. On the menu under the ESA Quarterly Reports dropdown, you can find the quarterly reports submitted to the Arizona State Board of Education. These reports include student counts by eligibility category, grade level, and associated school district/charter, counts by annual award amount, application statistics, and other information.

 

School Finance Data: 

You can find this information on the Reports webpage. Topics include Classroom Site Fund and Instructional Improvement Fund Reports, Superintendent's Annual Finance Reports (SAFR), SAFR digital data set, and School District Employee Reports (SDER).
 

Information from specific schools, districts, or other institutions:

You must contact the school, district, or institution directly to submit your request.  Requests for information from institutions that serve students beyond 12th grade should be directed to the institutions themselves or to the Arizona State Board for Private Postsecondary Education (https://ppse.az.gov)

 

Enrollment Data: 

Our Accountability team publishes annual student enrollment counts on our website here: Accountability Research- Data under the “Enrollment” tab. Student enrollment counts are available at the school, district/charter holder, County, and State levels. We include breakdowns by grade and subgroups.

 

What Is a Public Record?

According to the Arizona Ombudsman Citizens’ Aide,

“Arizona law requires all officers and public bodies to maintain records reasonably necessary to provide an accurate accounting of their official activities and of any government-funded activities.

Records are defined as books, papers, maps, photographs, or other documentary materials regardless of physical form or characteristics, made or received by an governmental agency in pursuance of law or in connection with the transaction of public business and preserved by the agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations or other activities of government. Examples of public records and other matters include calendars, reports, legal memoranda, policies and procedures, accident reports, training videos and materials, tape recordings of meetings where there are no written minutes, personnel records, case files, and databases”.

Some requests require the creation of new records, customized reports, specialized data compilations, or tailored data extracts that do not already exist in the format requested. These types of requests fall outside the scope of a traditional Public Records Request and may instead require a Data Sharing Agreement or Restricted Data Request.

Protecting Student and Educator Records

  • All data provided through a public record request will be reviewed and redacted in accordance with FERPA and ADE standards to protect the confidentiality of student records, educator records, and other private information under state law. Additional information about FERPA is available here.
  • Under Arizona Law A.R.S. §15-1043, student records are not considered public records.
  • Do not submit student information or anything that is considered Personally Identifiable information (PII) including but not limited to student name and date of birth.

Commercial Purpose Use:

A request is considered to be for a commercial purpose when the public record is sought for:

  1. Sale or resale or for the purpose of producing a document containing all or part of the copy for sale OR
  2. Obtaining the names and addresses for solicitation OR
  3. Direct or indirect use of the public record for monetary gain

I have reviewed the publicly available data sets and found that the information I am requesting is not included in this request. FERPA Notice Please note that all information provided through a Public Record Request is reviewed and released in accordance with the Family Educational Rights and Privacy Act (FERPA) and ADE Policy. The purpose of FERPA is two-fold: to assure that parents and eligible students can access the student’s education records, and to protect their right to privacy by limiting the transferability of their education records without their consent. 120 Cong. Rec. 39862. As such, FERPA is not an open records statute or part of an open records system. The only parties who have a right to obtain access to education records under FERPA are parents and eligible students. Journalists, researchers, and other members of the public have no right under FERPA to gain access to education records for school accountability or other matters of public interest, including misconduct by those running for public office. Nonetheless, as explained in the preamble to the NPRM, 73 FR 15584–15585, we believe that the regulatory standard for defining and removing personally identifiable information from education records establishes an appropriate balance that facilitates school accountability and educational research while preserving the statutory privacy protections in FERPA. The simple removal of nominal or direct identifiers, such as name and SSN (or other ID number), does not necessarily avoid the release of personally identifiable information. Other information, such as address, date and place of birth, race, ethnicity, gender, physical description, disability, activities and accomplishments, disciplinary actions, and so forth, can indirectly identify someone depending on the combination of factors and level of detail released. Conditions: The requestor acknowledges receipt of information as described above, understands that it may include sensitive or personal or confidential information, and accepts responsibility for safeguarding it as appropriate. The undersigned is aware of the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. §1232g; 34 CFR Part 99), understands that it is a federal law that protects the privacy of student educational records, and recognizes that there are severe penalties for its violation. Also, contained in the Arizona Title 15-Education; Section 15-537; https://www.azleg.gov/arsDetail/?title=15 is the adherence of state laws governing school employees confidential information.
