The $75 million additional funding provided by Proposition 123 (Laws 2015, 1st Special Session, Chapter 1) for FY 2024 will be distributed in two payments: $37.5 million by November 30, 2024 and $37.5 million in May 2025. Individual school district and charter allocations are based on the share of statewide weighted attending Average Daily Membership (ADM). The first $37.5 million payment was calculated based on the same ADM that was used for the FY25 November Classroom Site Fund payment.

The file linked below will show the first payment amount and total estimated FY 2025 Prop 123 per LEA. Districts are listed first by county, followed by charters alphabetically.

School Finance budget reports (Budg-25, Budg-75, AGD, Budg-25 Letter, Budg-75 Letter, and TNT) are now located on the same website where SDER, transportation, and payment reports are accessed: Local Education Agency Reports - ADE School Finance Reports

There is now a section titled “School District Budget Reports” located between the basic state aid reports and transportation reports.

These reports are titled with the month that corresponds to the related basic state aid report and the date the report was published. The reports will be posted in order with the most recently published report, similar to the BSA-55 and BSA-64 reports.

  • Finally, click the SRC “PDF” button. The SRC BSA-55 report will appear.

The FY2024 Statewide Recalculation has been completed. Please review your Statewide Recalculation adjustment through your FY2024 SRC BSA-64 report found on the School Finance Reports website.

Positive SRC Adjustments will be included in the FY2025 September payment as a lump sum adjustment to the FY2025 Equalization as shown on the BSA-64 report for the September 23, 2024 state aid payment.

Negative SRC Adjustments will be included in the FY2025 September payment as an adjustment to FY2025 Equalization as shown on the BS-A64 report for the September 23, 2024 state aid payment and will be taken over the entire fiscal year; 3/12ths will be taken in September and 1/12th each payment thereafter.

Pursuant to A.R.S § 15-915, hardship requests are available. Please complete the Hardship Application and submit to [email protected] by 9/30/2024.

With the hardship application, a minimum of 75% must be adjusted in FY24 and 25% will be adjusted in FY25. Adjustments will begin with the September payment. Please include all questions regarding these adjustments in your e-mail with the completed form attached. Exceptions for severe scenarios may be made.

Questions or concerns regarding the recalculated ADM/SPED should be submitted through a Help Desk School Finance Account Analyst Support Request.

Charter Estimated Counts files are due on 07/01/24. This requirement does not apply to districts as it is specifically for Charter schools.

School Finance does NOT pay based on the prior year's ADM in AzEDS for Charters.

If your charter school prefers to be paid on Actual ADM for FY25, Payment 1, then you must meet the following criteria:

• Verify the ADM20, EL20, and SPED20 AzEDS Reports for FY25 so that Payment 1 is correct.
• Upload and certify your FY25 AzEDS Instructional Calendar by 06/15/24.
• Student data in FY25 is free of integrity errors as of 06/15/24.

If your charter did not have data in AzEDS on FY25 - Data Capture date of 06/15/24, you must submit a Charter Estimated Counts file by 07/01/24 to receive a payment.

• Successful file submissions show “Processed” status.

School Finance does NOT pay based on the prior year's (FY24) ADM in AzEDS for Charters.

The FY2023 Over-Expenditures have been included in the Unrestricted Capital (UNR) and Maintenance and Operations (M&O) funds. FY24 FRPL Add-On ADM has also been included in the base support level calculation (BSL).

The Auditor General’s Office plans to release updated FY2025 Expenditure Budget forms by Friday June 21st to include legislative updates. These updates include revised Base Support Amount, Charter Additional Assistance, and onetime supplemental fundings for FRPL, District Additional Assistance, and Charter Additional Assistance. The budget forms will include instructions on how to include the supplemental funding amounts.

For school districts that have already finalized and uploaded their proposed Expenditure Budgets to ADE’s Budget System, please note that you may not increase budget limits from your proposed version to your adopted version based on A.R.S. 15-905.E. However, school districts that have already submitted their proposed Expenditure Budgets to ADE’s Budget System may take the following actions:

1. Re-propose your Expenditure Budget using the update forms released by the Auditor General’s Office and adopt that budget at least 10 calendar days after submitting to ADE’s Budget System. To do this, you can upload another proposed version of your Expenditure Budget on Budget System until July 5th.
2. Adopt your Expenditure Budget based on your already submitted proposed Expenditure Budget (subject to A.R.S. 15-905.E) and submit a revised Expenditure Budget by September 15th using the updated budget forms, as stated in A.R.S. 15-905.Q.

For school districts that have not submitted their proposed budget to ADE’s Budget System yet, please use the updated budget forms provided by the Auditor General’s Office.
