Data Capture Reminder - 9/15/23

Reminder: Payment 4 will be based on data captured that is passing integrity and generating ADM in AzEDS. Actual data in AzEDS will be used to calculate ADM for Payment 4.

Please ensure data is reconciled and free of integrity errors prior to the data capture date. Review the following reports in AzEDS: 

  • INTEG15 – ensure data is free and clear of membership ADM Integrity errors
  • STUD10 – validate all students are listed in AzEDS
  • ADM15 – ensure all students expected to generate funding are indicated as fundable
  • ADM20, SPED20, and EL20 – ensure ADM amounts for each ADM type

Important Note: FY24 Calendars need to be submitted, approved, and certified for ADM and funding to be generated.

Please submit a School Finance HelpDesk ticket if data assistance is needed.

K3 FY23 AFR & FY24 Budget Released Files

K3 FY23 AFR & FY24 Budget Released Files

School Finance had to rerelease the K3 FY23 AFR and FY24 Budget files. Please download the latest files by navigating to this website.

If you have already filled out your K3 forms, please move your saved FY23 AFR and FY24 Budget files out of the folder, save the current forms into that folder, copy over the FY23AFR manually input data to the new AFR file, then copy over the FY24 Budget manually input data into the new Budget file.

The files are available for upload now in Budget System. Please submit your files at https://adeconnect.azed.gov/ .

Please note that to upload your FY23 K3 AFR, you may need to toggle to the “Last Five (5) Years” using this radio button at the top right-hand corner of the submission dashboard in Budget System:

The completed files must be uploaded via the Budget System by October 1, 2023.

Update to Integrity Rule - 10023

Integrity Rule - 10023 has been updated to align with to ARS§15-901(A) which defines the allowable age for students to be assigned ungraded (grade UE) as children with disabilities who are at least five years old, but under six years of age by September 1. A designation of UE cannot be given to students who entered kindergarten early (5 years old as of January 1 but after September 1) or to students who are 6 years old or older on January 1.

Students who turn 6 years old before January 1 are ineligible for UE because they are considered first grade or above in accordance with Arizona Constitution Article XI, Section 6, and cannot be reported as ungraded.

Old - 10023 message: Student must be at least 5 years old by January 1st for Ungraded Elementary (UE)

New - 10023 message: Student must be 5 years old on September 1st for Ungraded Elementary (UE)

The FY2024 AZ Course Catalog has a change in the SEI courses where they no longer reference the time in an ELD Block. Please use only AZ01078 for grades 9-12 and AZ51060 for grades K-8. All other codes that have been used will need to be deleted or updated to reflect one of the two course codes for FY2024 as shown in the following table. FY23 Transportation submission window extended

FY23 Transportation submission window extended

The transportation submission window for FY23 has been extended to 8/25/23.

The window for districts to submit transportation Vehicle Inventory and Route data is extended to Friday, 8/25/2023.

The FY24 calculation of Transportation Support Level (TSL) dollars is dependent on Vehicle Inventory data submitted for FY23. If you have not done so, please submit your transportation data now via ADEConnect.

Reminder: When entering vehicle mileage data, do not enter a date in the Meter End Date field. This will cause the vehicle to be marked as ‘retired’. If you inadvertently retire a vehicle, you can put the vehicle back ‘in service’ by editing the mileage and removing the meter end date***

The data capture date for the September payment is Tuesday, August 15, at 5:00 p.m. September payment will be based off current-year ADM for school districts and charters.  The calculation of current-year ADM is dependent on a certified AzEDS calendar for all non-AOI/DRP-only schools.

It is imperative calendars are submitted, certified, and pass integrity by 5:00 p.m. on August 15, 2023.

Reminders regarding calendars:

  • Calendars must be submitted, certified, and passing Integrity by 8/14/2023 to avoid Integrity failures which will affect the September payment.
  • Calendars can be freely submitted and edited until 8/31/2023. After each edit, calendars need to be re-certified.
  • After 8/31/2023, a calendar access request is needed to edit an existing calendar or submit a new calendar. Calendar requests are submitted through the Help Desk ticketing system. When creating a new ticket, use the School Finance “Account Analyst Support Request” template. From there, select the Subcategory “Calendar Access” and the appropriate Item (Add New Calendar/Change All Calendars/Individual Date Changes).

How to find and copy links to budgets and meeting notifications that were uploaded in Budget System

With the new Budget System, we have updated how uploaded reports are accessed. These links can be accessed by visiting the link here.

This will take you to the following page. This is the same site where you can access reports such as the BSA-55 and BSA-64. You will click on “File Submission Status Report” in the red box at the top right of the screen.

This will then take you to the following page. Here, filter for your LEA in the “EdOrg Name/CTDS/EdOrg Id” in the red box. Click “Update Submission Status Details.

After filtering to your LEA, you will see all FY2024 submissions for your LEA. Under the “Submission Reference #” column, right-click on the hyperlinked number.

This will copy the link directly to the Excel upload in Budget System. This will be the link that is posted to your LEA website.

New Budget System is Live

The new School Finance Budget System is now live and available to all districts and charters. The new system replaces Common Logon for all budget purposes for FY 2024 and forward.
