Buy American Accommodation Plan SY 2025-2026

The Food and Nutrition Service (FNS) has implemented the first threshold limit for non-domestic food purchases to be implemented beginning in SY 2025-2026. Non-domestic food purchases by the SFAs cannot exceed the annual threshold, which for SY 2025-2026 is 10 percent of total commercial food expenditures. This is intended to shift more purchases to domestic products ( 7 CFR 210.21(d)(5)(ii)(A) and 7 CFR 220.16(d)(5)(ii)(A)). More information on the accommodation can be found below:

This form is not an exemption from completing the Buy American Exceptions Summary Tool required for purchases.

By completing this form, the SFA requests an accommodation for SY25-26 that allows them to exceed the 10 percent threshold, upon approval from the state agency.

Summer Electronic Benefit Transfer Program (Summer-EBT/SUN Bucks) provides grocery-buying benefits to low-income families with school-aged children who lose access to free or reduced-price school meals when schools are closed for the summer.

Starting in 2025, Arizona families will receive $120 per eligible child to purchase groceries during the summer months, when school is out of session.

The Summer 2024 Farm Fresh Challenge is an HNS initiative designed to empower CNP operators to cultivate excitement around fresh and locally sourced foods. Participating operators must complete challenges that promote participants' tasting, teaching, and connection to foods local to Arizona within the month of June.

Arizona is being considered for the following Prospective Waiver Requests:


Summer Food Service Program and Seamless Summer Option (School buildings are closed with no virtual learning): The waivers in this section apply to SFSP and SSO during school closures, when school buildings are closed, and virtual classes are not offered. These waivers would be effective through June 30, 2026.
