CTED Required Reporting for Regional In Demand Programs
CTED Required Reporting for Regional In Demand Programs
CTEDs must report all eligible students enrolled in a Regional In Demand Program to the AzEDS Portal using Tuition Payer Code 9. This reporting requirement is mandatory and is necessary to ensure that eligible students are included in ADM funding calculations.
This requirement will be implemented for the upcoming FY 2025 preliminary 9th-grade funding calculations beginning in late December 2026 (FY2027). Failure to report eligible students with Tuition Payer Code 9 may result in students being excluded from ADM funding calculations.
The following students must be reported to AzEDS Portal with Tuition Payer Code 9:
- 9th-grade students enrolled in a Regional In Demand Program.
- 13th-grade students who have graduated from the member district and continue enrollment in a CTED during the immediate subsequent year following graduation.
- 13th-grade students who must be reported as 12th-grade students due to current AzEDS reporting limitations.
Grade 9 CTED students may generate funding when the student reaches the 40th day of grade 11 and is enrolled in an approved CTED program. The student must be reported as enrolled on the AzEDS Instructional Calendar for the 40th instructional day. Although students may generate CTED funding for their 9th-grade participation or for the year immediately following graduation, a student may not generate CTED funding for more than four years, regardless of attendance at one or multiple CTEDs.
School Finance will use student data reported to AzEDS with Tuition Payer Code 9 to identify eligible students and calculate ADM funding in the applicable fiscal year. For example, a student reported as a 9th-grade participant in FY2025 and who remains enrolled in the approved program as an 11th-grade student in FY2027 will be included in the FY2027 ADM calculation based on the previously reported Tuition Payer Code 9 records.
CTEDs are strongly encouraged to review their reporting processes now and ensure all eligible students are reported correctly before the preliminary FY2027 calculations (for FY2025 9th-grade) are generated in late December 2026.
Regional In Demand Programs are identified by the Office of Economic Opportunity (OEO) and approved by the Arizona Career and Technical Education Quality Commission (ACTEQC).
