The Grants Technology Unit supports the Grants Management Enterprise (GME) system, continually evolving and improving system functionality to ensure that all federal, state and other grant funding requirements are being met. The Technology team interacts with both internal and external users, providing development and support services for areas such as the following:
- Technical system support for all GME users
- User access
- Development and maintenance of all applications and processes housed in the GME system, such as:
- Funding Applications
- Reimbursement Requests
- Completion Reports
- General Statement of Assurance
- Indirect Cost Application
- Self-Assessment
- Fiscal Monitoring and Single Audit instruments
Grants Management’s Training Unit is the newest addition to our department. The Training Unit developed from the Technology Unit with which it still works very closely especially when testing and troubleshooting Grants Management Enterprise (GME) applications.
Our trainers are always eager to provide information about the GME system, grants-related processes, and other fiscal information pertaining to Local Education Agencies (LEAs) and State Education Agency. We conduct training sessions onsite at ADE, LEAs’ locations, various conferences, and webinars that are recorded for future reference. The training materials are housed in GME User Resources/Training folder located in GME’s Grants Management Resource Library.
The vision for this unit is to expand and provide more in-person classes, including professional development opportunities for Grants Management staff members.
The Processing Unit assists the Local Education Agencies (LEAs) in all their fiscal grant related processes.

The Processing Unit is comprised of two tribes and each has their respective leads. The teams work collaboratively in a fun atmosphere to ensure that every LEA is taken care of in a timely and courteous fashion. The whole unit is led by their fearless director who sets the bar high and values dedication to the team and vision of the unit. Although processing is not new a unit, it is a growing unit indeed; as the team grows, as does the quality of the fiscal technical assistance provided to the LEAs.
The main objective of the Fiscal Monitoring Unit is to ensure entities are compliant with federal guidelines. The team’s mission is to curb any fiscal roadblocks, shed light on federal and state compliance guidelines, and overall enhance the grant experience. They do this by conducting Fiscal Monitoring Reviews and examining Single Audits.
Fiscal Monitoring Audit:
A Fiscal Monitoring Audit is a process whereby the financial and business management aspects of a grant are reviewed and evaluated by collecting and analyzing information from several different sources. The monitoring process tests five different compliance categories:
- Time & Effort
- Payroll Expenditures
- Non-Payroll Expenditures
- Asset Management
- Grants Management
The Fiscal Monitoring Unit is responsible for monitoring all grants that are processed through GME.
Single Audit:
A Single Audit (SA) is required to be completed annually for all entities that expend $750,000, or more, in federal funds. The Single Audit must be completed by an independent Certified Public Accountant (CPA) within nine months after the close of the fiscal year and be submitted within those nine months or 30-days after the receipt of the Single Audit by the independent Certified Public Accountant, whichever is first.
