FY 2019 Annual Financial Report (AFR) Packages/Files: Available for All LEAs

The Office of the Auditor General in conjunction with  the Arizona Department of Education have issued the Annual Financial Report (AFR) file packages for fiscal year 2019 for districts and charters.

NEW for Districts FY2019: Most districts will be able to use the Accounting Data AFR Package by placing their accounting data in the file. Other districts can use the Standard AFR Package.

The County 2019 AFR is also available.   The files may be downloaded by clicking the appropriate link below

For Districts the SF Budget System will begin to process the AFR files on 9/23/2019

First FY2020 BUDG25 Report Posted

The first FY 2020 BUDG25 Report has been posted.  Please note the following:

Factors Impacting RCL: 

  • RCL is based on the currently posted APOR 55-1 (Payment 2 September 2019)
  • Most District’s ADM for this payment is based on FY 2019 ADM
  • District Budgeted K3 Reading amounts will be added to the RCL until the District is approved for the support level weight by the state board, or 12/15, whichever comes first
  • Fluctuations in RCL from budgeted amounts for Districts paid on FY 2019 ADM for September payment could be due to the FY 2019 statewide recalculation event, as notified in the Hot Topic posted on 8/7 (http://www.azed.gov/finance/2019/08/07/fy2019-statewide-equalization-recalculation/).

Under Budgeted Unrestricted Capital (URC):

During testing, it was noted that several Districts were under budgeted on page 4 compared to the page 8 calculated URC limit.  Please check the bottom of page 2 of the BUDG25 “District Amount” column to identify if this applies to your District.

Budget Balance Carry Forward (BBCF)

Adjust any M&O BBCF budgeted based on the variance from the FY 2019 statewide recalculation event, noted above, as this variance will impact the District’s RCL when the FY 2019 BUDG75 Report is published at the end of October.

Final FY2019 BUDG25 Report Posted

The Final 2019 BUDG25 Reports have been posted. The report is based on the APOR 55-1 with apportionment date of June 28, 2019 and any corrected budgets that successfully processed on or before July 4th. Any impact from the Statewide recalculation will be reflected on the 2019 BUDG75 published in late October/early November.

UPDATE: School District FY 2020 Proposed Budget Processing Delay

Update Date: June 17, 2019

The budget system has been set to active for processing of the school district FY 2020 budget file uploads. Any FY 2020 proposed budget file uploads for school districts previously held for processing have been released.

Please review the district’s budget submitted file status page for the FY 2020 budget file upload; and, email [email protected] with questions or requests for assistance regarding FY 2020 expenditure budget submissions.

Due to the extensive re-mapping of the school district budget forms with the consolidation of the worksheets and expenditure budget, plus readying the budget system to accept the significant changes, the FY 2020 proposed budget file for school districts (this does not apply to the hearing notification file upload) are being held for processing.

IMPORTANT TO NOTE: the delay in the budget system processing does not prevent any school district from timely uploading the FY 2020 budget and meeting notification to adopt. The district can still link the proposed budget and meeting notification, upload the Excel files, and perform the required website posting of the Excel links. The budget upload date on the districts School Finance budget submitted file status page, along with a copy of this School Finance Hot Topic, can serve as verification of the districts FY 2020 proposed budget file upload and the notice of delay in system processing.

For as soon as the budget system is ready to accept the school district FY 2020 proposed budget files, a member of the School Finance budget team will manually release the files for processing.

The target date for processing files held by School Finance is Wednesday, June 12, 2019.

June 2019 BUDG25 Reports have been posted

The June 2019 BUDG25 Reports were posted on June 5, 2019.  It includes the final PROP123 funding for FY2019, if the district was underbudgeted, the entire amount will be awarded on the 2019 BUDG75 report.  This PROP123 amount will be used as the estimated about for FY2020 until the first payment is made.

FY 2020 Expenditure Budget Forms & Website Posting Alert

The Arizona Auditor General and the Arizona Department of Education School Finance released the Annual Expenditure Budget Package for FY 2020.

The budget forms file is available for download from the Auditor General’s website and the following ADE links.

FY 2020 District | Charter | District Deseg

A substantial change in the forms is effective FY 2020. The worksheets are now part of the Expenditure Budget file. Instructions for completing the budget are included within the forms. Additionally, the Office of the Auditor General has posted on their website short videos that overview the new process. Click the corresponding link District Charter.

Posting of Meeting Notifications and Budget Files on the LEA’s Website

 ADE’s proposed budget application at www.ade.az.gov/schoolfinance/Forms/Budgets/ProposedBudget/EntitySelection.aspx was discontinued in FY 2019. The site for the application no longer exists and any use of the link will generate a server error notification.

Districtsand Charters’ should replace any links to the discontinued proposed budget application on their school’s website with a link to the actual budget file successfully submitted to the ADE. Do not provide a link to the generic entity selection page, instead, follow these instructions for posting the Excel file links:

  1. Navigate to https://www.ade.az.gov/Budget/EntitySelection.asp.
  2. Select the District or Charter name from the drop-down entity menu and Click Go!
  3. Select “Submitted File Status”.
  4. The Submissions made from 05/25/2002 should be the option button selected.
  5. By default, the ‘Date Range’ for the file submissions is ‘All’. If ‘All’ is not the selection, change the range using the drop-down menu.
  6. Select Fiscal Year 2020 from the ‘All Years’ drop-down menu.
  7. By default, the budget submitted file type is ‘All Types’. You may choose the specific file upload using the drop-down type menu. After file selection, click Go!
  8. In the “File Name” column, right click on the applicable uploaded budget Excel file from the list of submitted files (proposed, adopted, revised, or meeting notification and summary).
  9. Choose the Excel file link option available (as determined by the computer browser in use). The Excel file link options most commonly available are Save target as, Copy link, and Copy shortcut.
  10. Paste the selected Excel budget file target, link, or shortcut on the District or Charter website.

Common Logon System is Down Update: RESOLVED

Common logon is currently down as is the LEA’s ADE reports/submitted file page.  ADE’s IT support is currently urgently working to resolve this issue.  An update will be posted when the Common Logon is back online.

If this system down condition has caused you to miss the statutory May 18th final 2019 budget revision deadline; please keep a copy of this hot topic as documentation that the ADE system was down.
