Arizona 9th Grade On Track Grant Project

 The 9th Grade On Track Grant is a multi-year grant designed to provide funding to local education agencies and charter schools to improve the ninth-grade student experience to ensure that students enrolled in ninth grade develop the skills they need to successfully proceed to the tenth grade on time and ultimately graduate from high school and launch successful careers. Applicants commit to implementing the key components of the 9th Grade Success model and should use funds to support implementation in four broad categories:

  • Highly Effective 9th Grade Success Teams
  • Proactive & Data Driven Interventions Based on Timely, Actionable Data
  • High Quality Instruction
  • Comprehensive System of 9th Grade Transition Supports

 FY26-Year 1 Competitive Grant Application 

Eligible Applicants:

Local Education Agencies (LEAs) are eligible to apply for this opportunity and will identify the school(s) that will participate (maximum of 3,500 students per LEA). Available grant funding will be granted for complete applications on a first-come, first-served basis. 

  • Districts with an in-person 9th-grade class with a graduation rate (AOI students are excluded from the 9th Grade On Track grant.)
  • District applications include a partnership with an organization that has at least five years of experience providing 9th grade on-track programs and services to school districts and charter schools to increase grade nine on-track rates.
  • Governing Body Approval: Each grant application has an uploaded “Intent to Apply” approved by a majority vote of the school district governing board or charter school governing body.

Title IV-A in School Support and Improvement will provide focus, coordination, research, and leadership to assist local education agencies in implementing efforts to reduce the dropout rate, increase graduation and completion rates related to the goals of the 9th Grade On Track Grant Program.

 FY27 Years 2-5 Entitlement Grant Application 

Eligible Applicants:

Local Education Agencies (LEAs) are eligible for 9th Grade On Track Grant Funding years 2-5 if they have a Director-Approved Year 1 application in the performance period AND continue to meet the grant eligibility and participation requirements, as follows: 

  • Districts with an in-person 9th grade class with a 4-year graduation rate. (AOI students are excluded from the 9th Grade On Track grant).
  • District applications include a partnership with an organization that has at least five years of experience providing 9th grade on-track programs and services to school districts and charter schools to increase grade nine on-track rates.

To remain eligible for continued funding throughout the duration of the five-year grant cycle, programs must maintain Substantial Compliance, including timely submission of required applications and reports, adherence to state requirements, and demonstration of satisfactory program performance as evaluated by ADE’s Title IV-A program office.

  • Submit the Completion Report for Year 1 (or the most recent prior year) requesting carryover amount.
  • Application – Current year application may be submitted prior to the project period start date.
  • Submit an updated budget for the current year. Explain any significant budget adjustments in the budget narrative.
  • Update the progress on the program goals using the 9th Grade Success Grant Program Evaluation found in Related Documents.

Cairn Guidance Jess Lawrence

Jess Lawrence is an enthusiastic, energetic, extroverted New Englander living in Eastern Kentucky by way of Portland, Oregon after 20 years.  She started her career doing exactly what she wanted to do since her own high school experience—teaching 7th graders health education. In 2003, Jess was hired as the Health Education Curriculum Specialist for the Oregon Department of Education, where she provided assistance and professional development to health education teachers across Oregon. In 2006, Jess pursued a career as a national school health consultant, working with state departments of education and health, school districts, and non-profits working to create healthier schools and communities for students and staff. She writes health education curricula, facilitates and trains educators on school health issues, and presents at conferences. Her work focuses on the idea of educating and supporting the whole child.

The Physical Education Data Dashboard is a report by the Arizona Department of Education that offers insights into K-12 physical education course access and enrollment rates in Arizona schools. The Dashboard allows users to explore the state's physical education data, exploring statewide geographic comparisons, county-/district-/school-level reporting, enrollment information, and trends in enrollment over time. The dashboard also includes granular detail of physical education enrollment by demographic, including Grade Level and Race/Ethnicity. The Arizona State Board of Education requires the inclusion of physical education in the minimum course of study requirements for all K-8 students in Arizona (Administrative Code R7-2-301).

*Please note: The data used for the Arizona Physical Education Data Dashboard is self-reported by Schools and LEAs and, therefore, may not reflect a complete account of student enrollment or access. Schools and LEAs may refer to the LEA Data Reporting Toolkit for support in reporting accurate physical education enrollment.

Archived 2023-2024 Physical Education Data Dashboard

Key findings from the 2023-2024 Physical Education Data Project Summary include:

  • Overall, 86.79% of students had access to at least one PE course.
  • The rate of students without PE access decreased from 2023 to 2024 (13.36% vs.13.21%).
  • 61.92% of all students participated in physical education, which represents 678.9k students.
  • PE enrollment was highest in Elementary schools at 69.96%, and lowest in High schools at 40.37%.
  • The PE participation rate was highest in Suburb locales (66.25%) and lowest in Town areas (53.52%).
