The ADE/ESS Special Education Program Approval System for the 2024–2025 school year opens on Wednesday, May 8, 2024. ESS plans to have all Private Special Education Schools, Emotional Disabilities-Public (ED-P) programs, and Residential Treatment Centers (RTCs) that wish to operate for the fiscal year 2025 reviewed and approved by June 15, 2024.

On Monday, April 26, 2021 the Exceptional Student Services (ESS) Annual Special Education (SPED) Data Collection application for FY 2021 will be available to all public education agencies (PEAs). PEAs are expected to complete this data collection requirement electronically, utilizing ADEConnect to access the online application via the ESS Portal.

DATA MANAGEMENT ALERT ESS October 1 Data Collection (ODC) – SPED73 and SPED07 Reports Accurate - Phase II Due Date 1/25 Thank you for your patience while Exceptional Student Services (ESS) worked with ADE-IT on troubleshooting issues with the reports and functionality for October 1 child count processing. The issues are now resolved, and the October 1 reports are now accurate. For SPED students, the AzEDS Portal SPED73 report and the ESS October 1 Data Collection application SPED07 report both provide accurate feedback for students reported in AzEDS served over October 1.

This month’s Special Education Director Check-In topic will address an upcoming flexibility regarding preschool disability data reporting. It will briefly discuss deployment dates, timelines, and implementation for this current school year. The main presentation will be an ESS Fiscal Update for federal grants. Please extend this invitation to your Business Managers, as ESS will present updates for the Fiscal Year 2024 IDEA funding applications, review available High-Cost Child funding opportunities for Fiscal Year 2024, and provide an overview of the upcoming GM Completion Report season. The ARP-IDEA funding cycle ends on September 30, and ESS Program Management wants to ensure that PEAs maximize their funding opportunities in the grant. Finally, we will cover where to find Maintenance of Effort Compliance standards to ensure that PEAs accurately report state-level expenditures on the 2023 Annual Financial Reports.

ESS collects data each year through the Teacher Attrition Survey to make informed decisions about recruitment and retention efforts in Arizona. Participation in the survey is mandatory for all public education agencies in Arizona.

Further clarification is being provided regarding students attending ASDB sites and the ESS October 1 Data Collection. Regardless if a student attends an ASDB site or a site within your PEA, you would include the student in your Phase I Verification Count if the student was provided services on October 1st.
