Instructional Calendars and August Data Capture Date

The data capture date for the September payment is Tuesday, August 15, at 5:00 p.m. September payment will be based off current-year ADM for school districts and charters.  The calculation of current-year ADM is dependent on a certified AzEDS calendar for all non-AOI/DRP-only schools.

It is imperative calendars are submitted, certified, and pass integrity by 5:00 p.m. on August 15, 2023.

Reminders regarding calendars:

  • Calendars must be submitted, certified, and passing Integrity by 8/14/2023 to avoid Integrity failures which will affect the September payment.
  • Calendars can be freely submitted and edited until 8/31/2023. After each edit, calendars need to be re-certified.
  • After 8/31/2023, a calendar access request is needed to edit an existing calendar or submit a new calendar. Calendar requests are submitted through the Help Desk ticketing system. When creating a new ticket, use the School Finance “Account Analyst Support Request” template. From there, select the Subcategory “Calendar Access” and the appropriate Item (Add New Calendar/Change All Calendars/Individual Date Changes).

AzEDS Portal will be down for scheduled emergency maintenance on Tuesday, July 18, 2023, due to a necessary Microsoft update. The window for districts to submit transportation Vehicle Inventory data will close on Friday, 7/15/2023. The Transportation and Vehicle Inventory application is now accessed through ADEConnect.

The following resources have been created to assist in submitting transportation data: 

***When entering in the vehicle mileage data, do not enter a date in the meter end date field.  This will cause the vehicle to be marked as ‘retired’. 

If you inadvertently retire a vehicle, you can put the vehicle back ‘in service’ by editing the mileage again and removing the meter end date***

The FY24 calculation of TSL is dependent on Vehicle Inventory data being submitted during the current window which closes on 7/15/23. 

Questions regarding submitting Vehicle Inventory and Mileage data should be submitted via HelpDesk.

Please note that charters are not required to submit this data.

How to find and copy links to budgets and meeting notifications that were uploaded in Budget System

With the new Budget System, we have updated how uploaded reports are accessed. These links can be accessed by visiting the link here.

This will take you to the following page. This is the same site where you can access reports such as the BSA-55 and BSA-64. You will click on “File Submission Status Report” in the red box at the top right of the screen.

This will then take you to the following page. Here, filter for your LEA in the “EdOrg Name/CTDS/EdOrg Id” in the red box. Click “Update Submission Status Details.

After filtering to your LEA, you will see all FY2024 submissions for your LEA. Under the “Submission Reference #” column, right-click on the hyperlinked number.

This will copy the link directly to the Excel upload in Budget System. This will be the link that is posted to your LEA website.

The last day for FY 2023 transactions has been updated to July 17, 2023 instead of July 15, 2023.

This change has been implemented to allow districts or charters with an approved Dropout Recovery Program (DRP) to submit final progress indicators. All district and charters will be able to access FY 2023 API until July 17, 2023, 5:00 pm.

Statewide ADM Recalculation for FY 2023 will begin on July 17, 2023.

New Budget System is Live

New Budget System is Live

The new School Finance Budget System is now live and available to all districts and charters. The new system replaces Common Logon for all budget purposes for FY 2024 and forward.

ADM Reports for Budget Preparation

ADM Reports for Budget Preparation

There are several reports that districts and charters can access from schoolfinancereports.azed.gov and within the AzEDS system that summarize student counts and are useful in the budget preparation process:

  • ADM20 - summarizes district/charter regular education student counts by grade level
  • SPED20 - summarizes district/charter special education student counts by need
  • ELL20 - summarizes district/charter English Learner student counts by program
  • ADM30 - summarizes school-level regular education student counts
  • GIFT10 - lists all students who qualify for the gifted program
  • GIFT11 - breaks down those students to their individual gifted needs of Language Arts (Verbal) giftedness, Non-Verbal giftedness, Quantitative (Math) giftedness or Other giftedness

School Finance has manually calculated initial add-on payments for the new FRPL Group B weight in accordance with Laws 2022, Chapter 317. See FRPL Hot Topic post here: /finance/fy-2023-frpl-add-payment.

The reports may be run for a given Local Education Agency as the district of residence, which is the student count used in basic state aid calculations, or the district of attendance, which is the student count used in Classroom Site Fund calculations and certain other payments. The reports may be run for any date during the fiscal year from within the AzEDS system and data submission dates that were used in basic state aid payment calculations are also available without the need to log-in through schoolfinancereports.azed.gov.

Instructions to access the reports are below:

  • To view ADM20, SPED20, and ELL20 reports for data used in basic state aid payment calculations:
  1. First, navigate to schoolfinancereports.azed.gov
  2. Next, select a Local Education Agency and then click “View Reports”​

​​​​​​i. ADM Reports: This section allows LEAs to view the report or download a PDF of the Data Capture Date used for the State Aid payment and linked to the BSA 55 for a given month.

ii. Additionally, from within BSA-55 reports, clicking the “AzEDS Execution Date” link in the top right corner of the report will display the same reports that appear under the ADM report category(click “next page” to view all reports).

  • To run ADM20, SPED20, and ELL20 reports that were not used in basic state aid payment calculations:
  1. First, navigate to AzEDS
  2. Next, click on “Reports” and then click “ADM”
  3. Select the desired report (ADM20, SPED20, or ELL20)
  4. Select the Local Education Agency
  5. Select data capture date and “District of Residence”
  6. Finally, click “View Report”
  • To run ADM30 reports 
  1. First, navigate to AzEDS
  2. Next, click on “Reports” and then click “ADM”
  3. Select the desired report (ADM30)
  4. Select the Local Education Agency
  5. Select data capture date and report type “Limited” and  “District of Attendance”
  6. Finally, click “View Report”
  • To run GIFT reports 
  1. First, navigate to AzEDS
  2. Next, click on “Reports” and then click “Support Program”
  3. Select the desired report (GIFT10, GIFT11)
  4. Select the Local Education Agency
  5. Select the School(s)
  6. Finally, click “View Report”

BUDG-25 reports for all school districts have been posted to the School Finance website.  FY 2023 May BUDG-25 reports have been calculated using the FY 2023 May BSA 55-1 information. 

 

  • District BUDG-25 reports are available to download from the School Finance website:
    • First, select a school district and then click “Go!”
    • Next, click “Switch to Budgets” from the top right corner of the menu bar and then click “Reports” from the middle of the menu bar.
    • Finally, select fiscal year 2023 and then click “Go!”. The BUDG-25 report will appear.

 

  • District BUDG-75 reports are available to download from the School Finance website:
    • First, select a school district and then click “Go!”
    • Next, click “Switch to Budgets” from the top right corner of the menu bar and then click “Reports” from the middle of the menu bar.
    • Finally, select fiscal year 2022 and then click “Go!”. The BUDG-75 report will appear.

 

  • District BSA 55-1 reports are available to download from the School Finance website:
    • First, select a school district and then click “View Reports”
    • Next, scroll down the page to the “School District Reports” section.
    • Finally, click the May “PDF” button. The May BSA 55-1 report will appear.

 

BUDG-25 reports will be available until the Budget Team performs the next update (typically after each State Aid distribution). Once the updating process has begun, all BUDG-25 reports will become unavailable at that time.  Please save a copy for future reference.

FY 2024 Charter Estimated Counts

Pursuant to A.R.S. § 15-185(B)(2) the student count of a charter school shall be determined initially by using an "estimated count" based on actual registration of pupils before the beginning of the school year. 

The Charter Estimated Counts application will open for data submission on 5/31/23. Additionally, the AzEDS API will be available for FY 2024 (7/1/23-6/30/24) instructional calendars and student data transactions beginning on 6/1/23. 

For Charters, the first payment of FY 2024 will be based on projected 100th day Average Daily Membership (ADM) unless Charter Estimated Counts have been submitted. If a charter has both projected ADM and Charter Estimated Counts, School Finance will use Charter Estimated Counts as the basis for the 7/24/23 payment. The deadline to submit Charter Estimated Counts is 7/1/23. 

*Charter Estimated Counts will only be considered for Payment 1 and Payment 2. Beginning Payment 3, all payments will be based on FY2024 AzEDS actual ADM data.
