The Arizona Department of Education is finalizing system updates to implement current law as it pertains to Career and Technical Education Districts (CTEDs). On August 12th, School Finance published an initial draft guidance document for these updates.

Exceptional Student Services (ESS) Portal information icon added for select applications

To aid Public Education Agencies in their interaction with ESS applications, a new information icon is available for select applications in the ESS portal. Selecting the information icon will produce a pop-up window with more information about the application, roles required to access, contact information, and website links for more training or information.

The blue information icon can be found to the left of the application button if available for that application. Additional applications will have information icons added in the coming weeks.

December's data capture for the January 23rd payment is 12/15/22 at 5pm. 

Please ensure data is reconciled and free of integrity errors prior to the data capture date. Review the following reports in AzEDS: 

INTEG15 – ensure data is free and clear of membership ADM Integrity errors 

STUD10 – validate all students are listed in AzEDS 

ADM15 – ensure all students expected to generate funding are indicated as fundable 

ADM20, SPED20, and EL20 – ensure ADM amounts for each ADM type  

Important Note: FY23 Calendars need to be submitted, approved, and certified for ADM and funding to be generated.

FY 2023 Gifted Add-on Payment

FY 2023 Gifted Add-on Payment

School Finance has manually calculated initial add-on payments for gifted students in accordance with Laws 2021, Chapter 404 and the files below describe the calculation process and details for each district and charter. The additional funding for districts and charters will appear as adjustments to the base support level in BSA55 reports. Calculations will be updated once in the spring and again after statewide recalculation in July to reflect final student data.

In the future, the gifted add-on weight is expected to be fully implemented in ADE student data and payment systems and will appear in the BSA55 report along with other add-on funding, but the timeline for this enhancement is not yet known.

DATA MANAGEMENT ALERT 

Upcoming change for Fiscal Year 2024 - Special Education Disabilities allowed for Preschool Programs for Students with Disabilities.

An update to allowable special education (SPED) disabilities for preschool programs will be introduced in Fiscal Year (FY) 2024. This update is a continuation of our effort to further validate SPED reporting and ensure accurate data for the state.

Updates to integrity rules and validation matrices will take effect on 7/1/23 to allow all SPED disabilities to be reported for preschool programs except EDP. 

While disability codes DD, HI, PSD, SLI, and VI are only recognized for purposes of calculating Average Daily Membership (ADM), it does not restrict reporting other disability categories beyond those five codes for children with disabilities in preschool programs.

Integrity rules -40035 and -40029 validate the Concurrent Need and Least Restrictive Environment (LRE) Code Eligibility Matrix, and the Concurrent PEA and Least Restrictive Environment (LRE) Code Eligibility Matrix. Both matrices will be updated for this change closer to the start of FY24 and published on our ESS Data Management website.

Tuesday, November 29, 2022 was the FY23 Q2 meeting with AzEDS Vendors and AzEDS IT. The recorded meeting can be viewed at https://youtu.be/JglEHaiiCRU.

Follow-up to the meeting: Discipline data will be collected for SPED students and 21st CCLC students. Additionally, Firearms data collection which is being included in the discipline framework will be collected for all students. Non-firearms data for non-SPED and non-21st CCLC students is not being requested by ADE. If an LEA chooses to submit this data, it will not be rejected. Vendors should provide guidance on data submissions if the LEAs wether or not they choose to submit non-Firearms data for all students.

The Alternate Assessment Advisory Committee has developed a new resource for ALL parents and families, A Parent Guide to Understanding Arizona’s Statewide Assessments. From a parent’s perspective, this is information that is necessary and helpful in understanding Statewide Assessments. The document has also been translated into Spanish.

Schools can:

  • Post or link this resource on their Assessment webpage
  • Share this document (either electronically or printed) with their families during Individual Education Program (IEP) meetings
  • Include this document in presentations on Curriculum Nights or when Statewide Testing kicks off in Spring

FY 2023 Prop 123 Payment 1

FY 2023 Prop 123 Payment 1

The $75 million additional funding provided by Proposition 123 (Laws 2015, 1st Special Session, Chapter 1) for FY 2023 will be distributed in two payments: $37.5 million on November 30, 2023 and $37.5 million in May 2023. Individual school district and charter allocations are based on the share of statewide weighted attending Average Daily Membership (ADM). The first $37.5 million payment was calculated based on the same ADM that was used for the November Classroom Site Fund payment. The file linked below will show the FY 2023 Prop 123 amounts per LEA. Districts are listed first by county, followed by charters alphabetically.

21st Century Community Learning Centers Guidance with Summer Withdrawals

21st Century Community Learning Centers Guidance with Summer Withdrawals

21st CCLC recently updated their guidance for Summer Withdrawals. LEAs and Vendors are requested to work together to provide 21st CCLC Program data for students that participate after the last day of school in the following school year. This guidance is due to the removal of said data when students have a summer withdrawal. The 21st CCLC data that belongs to a student between the last instructional day of one year and the first instructional day of the next year should be maintained in the upcoming school year data.
