FRPL, DAA, and CAA One Time Funding

The first payment of the Free Reduced Priced Lunch (FRPL), District Additional Assistance (DAA), and Charter Additional Assistance (CAA) will be appropriated by Friday January 10th. These one-time supplemental payments will each be split into two payments- one in early January and another in June. Please view this Hot Topic for more information.

Please see the attached spreadsheets for each payment at the bottom of this Hot Topic for information about the estimated annual payment amounts and the first payment amounts.

For school districts, these funds can be allocated to either Maintenance and Operations fund 001 (M&O) and/or Unrestricted Capital fund 610 (UNR). Please report the sum of these two annual payment amounts in the following cells on the FY2025 Expenditure Budget:

  • M&O:
    • Please report the allocated sum of the FRPL and DAA annual amounts on Page 7 cell J52 (line 9f) under “Other”.
    • Please note on the line in cell D52 “FRPL and DAA funding”
    • Do not report any other items in these cells without permission from ADE.

The $75 million additional funding provided by Proposition 123 (Laws 2015, 1st Special Session, Chapter 1) for FY 2024 will be distributed in two payments: $37.5 million by November 30, 2024 and $37.5 million in May 2025. Individual school district and charter allocations are based on the share of statewide weighted attending Average Daily Membership (ADM). The first $37.5 million payment was calculated based on the same ADM that was used for the FY25 November Classroom Site Fund payment.

Fiscal Year 2024 Statewide Recalculation (SRC)

The FY2024 Statewide Recalculation has been completed. Please review your Statewide Recalculation adjustment through your FY2024 SRC BSA-64 report found on the School Finance Reports website.

Positive SRC Adjustments will be included in the FY2025 September payment as a lump sum adjustment to the FY2025 Equalization as shown on the BSA-64 report for the September 23, 2024 state aid payment.

Negative SRC Adjustments will be included in the FY2025 September payment as an adjustment to FY2025 Equalization as shown on the BS-A64 report for the September 23, 2024 state aid payment and will be taken over the entire fiscal year; 3/12ths will be taken in September and 1/12th each payment thereafter.

Pursuant to A.R.S § 15-915, hardship requests are available. Please complete the Hardship Application and submit to [email protected] by 9/30/2024.

With the hardship application, a minimum of 75% must be adjusted in FY24 and 25% will be adjusted in FY25. Adjustments will begin with the September payment. Please include all questions regarding these adjustments in your e-mail with the completed form attached. Exceptions for severe scenarios may be made.

Questions or concerns regarding the recalculated ADM/SPED should be submitted through a Help Desk School Finance Account Analyst Support Request.

The additional amount received by each charter and district will increase budget capacity; districts can use their apportionment in either Maintenance & Operation or Unrestricted Capital Outlay funds.

One Time Supplement for FRPL

One-time supplemental funding for Free and Reduced Priced Lunch (FRPL) will be allocated on a pro rata basis using FRPL weighted ADM. The amount apportioned to each charter and district will increase budget capacity; districts can use their apportionment in either Maintenance & Operation or Unrestricted Capital Outlay funds.

The $300 million One-Time State Aid Supplemental additional funding for FY 2024 will be distributed in two payments: $150 million on December 4, 2023, and $150 million by June 5, 2024. The calculation method is the same as for Prop 123 funding, as individual school district and charter allocations are based on the share of statewide weighted attending Average Daily Membership (ADM). The second $150 million payment was calculated based on the same ADM used for the FY24 May Classroom Site Fund payment.

To be eligible for an increase in expenditure capacity and state aid, all FY2023 A.R.S. § 15-915 requests must be submitted by June 01, 2024, to ensure all data changes/corrections are completed before June 30, 2024.

Requests completed after June 30, 2024, are outside the subsequent fiscal year and are not eligible for increased expenditure capacity and state aid.

Year two (2) and three (3) corrections made within the 2nd and 3rd prior year may decrease expenditure capacity and state aid. Under A.R.S. § 15-915, no increases may result from FY2021 and FY2022 student data corrections.

Average Daily Membership (ADM) is calculated using data submitted in the Arizona Education Data Standards (AzEDS) system. Data capture stores a static copy of ADM every month on the data capture deadline. ADM is the basis of state aid funding. Monthly state aid payments are a percentage of the annual equalization assistance less previous payments year-to-date.

Ensure data is reconciled and free of integrity errors before the monthly data capture dates. Reports are published at School Finance Reports

The FY 2025 API is available from 06/01/2024 to 07/15/2025.

BUDG-25 reports for all school districts have been posted to the School Finance website. FY 2024 March BUDG-25 reports have been calculated using the FY 2024 March BSA-55 information.

The FY2023 Over Expenditures have been included in the Unrestricted Capital (UNR) and Maintenance and Operations (M&O) funds. Additionally, FY24 FRPL Add-On ADM has been included in the base support level calculation (BSL).

The following forms are available:

  • District BUDG-25 reports are available to download from this School Finance website. For further instructions on how to navigate the website, please view this Hot Topic.
  • District FY23 BUDG-75 reports are available to download from the School Finance website:
    • Select the “Start Fiscal Year” as 2023
    • Optionally, select the “Execution Date” as 11/21/2023
    • Click “Apply”
    • If a 915 was submitted, please download the latest BUDG75 report by not using execution date drop down.
  • District BSA-55 reports are available to download from the School Finance website:
    • First, select a school district and then click “View Reports”
    • Next, scroll down the page to the “School District Reports” section.
    • Finally, click the March “PDF” button. The March BSA-55 report will appear.

Fiscal Year 2024 County Equalization Adjustments

In pursuant to Arizona Revised Statute 15-992-F and starting with the Fiscal Year 2024 February district state-aid payment, School Finance has included adjustments on the BSA-64 report for the county equalization assistance.

This adjustment was calculated by taking each district’s Fiscal Year 2024 January state-aid equalization amount and dividing that by the county total Fiscal Year 2024 January district state-aid equalization amount to get each district’s percentage of the county equalization total. That percentage was then multiplied by the reported county total equalization amount provided by each county. This proportion of the reported county equalization amount is what each district will have their Fiscal Year 2024 state-aid equalization amount adjusted by.

FY 2024 Gifted Add-on Payment

School Finance has manually calculated initial add-on payments for gifted students in accordance with Laws 2021, Chapter 404 and the files below describe the calculation process and details for each district and charter. The additional funding for districts and charters will appear as adjustments to the base support level in BSA55 reports. Calculations will be updated once in the spring and again after statewide recalculation in July to reflect final student data.

In the future, the gifted add-on weight is expected to be fully implemented in ADE student data and payment systems to appear in the BSA55 report along with other add-on funding, but the timeline for this enhancement is not yet known.
