Payment 3 will be based on data captured that is passing integrity and generating ADM in AzEDS. There is no option for districts to be paid on prior year data, or for charters to be paid on estimated counts. Actual data in AzEDS will be used to calculate ADM for Payment 3.

Please ensure data is reconciled and free of integrity errors prior to the data capture date. Review the following reports in AzEDS:

• INTEG15 – ensure data is free and clear of membership ADM Integrity errors
• STUD10 – validate all students are listed in AzEDS
• ADM15 – ensure all students expected to generate funding are indicated as fundable
• ADM20, SPED20, and EL20 – ensure ADM amounts for each ADM type 

Important Note: FY25 Calendars need to be submitted, approved, and certified for ADM and funding to be generated.

• Student data in FY25 is free of integrity errors as of 06/15/24.

If your charter did not have data in AzEDS on FY25 - Data Capture date of 06/15/24, you must submit a Charter Estimated Counts file by 07/01/24 to receive a payment.

• Successful file submissions show “Processed” status.

School Finance does NOT pay based on the prior year's (FY24) ADM in AzEDS for Charters.

The Auditor General’s Office plans to release updated FY2025 Expenditure Budget forms by Friday June 21st to include legislative updates. These updates include revised Base Support Amount, Charter Additional Assistance, and onetime supplemental fundings for FRPL, District Additional Assistance, and Charter Additional Assistance. The budget forms will include instructions on how to include the supplemental funding amounts.

For school districts that have already finalized and uploaded their proposed Expenditure Budgets to ADE’s Budget System, please note that you may not increase budget limits from your proposed version to your adopted version based on A.R.S. 15-905.E. However, school districts that have already submitted their proposed Expenditure Budgets to ADE’s Budget System may take the following actions:

1. Re-propose your Expenditure Budget using the update forms released by the Auditor General’s Office and adopt that budget at least 10 calendar days after submitting to ADE’s Budget System. To do this, you can upload another proposed version of your Expenditure Budget on Budget System until July 5th.
2. Adopt your Expenditure Budget based on your already submitted proposed Expenditure Budget (subject to A.R.S. 15-905.E) and submit a revised Expenditure Budget by September 15th using the updated budget forms, as stated in A.R.S. 15-905.Q.

For school districts that have not submitted their proposed budget to ADE’s Budget System yet, please use the updated budget forms provided by the Auditor General’s Office.

FY 2024 Prop 123 and One-Time Supplemental Payment 2.

The $75 million additional funding provided by Proposition 123 (Laws 2015, 1st Special Session, Chapter 1) for FY 2024 will be distributed in two payments: $37.5 million on December 4, 2023, and $37.5 million by June 5, 2024. Individual school district and charter allocations are based on the share of statewide weighted attending Average Daily Membership (ADM). The second $37.5 million payment was calculated based on the same ADM used for the FY24 May Classroom Site Fund payment.

The $300 million One-Time State Aid Supplemental additional funding for FY 2024 will be distributed in two payments: $150 million on December 4, 2023, and $150 million by June 5, 2024. The calculation method is the same as for Prop 123 funding, as individual school district and charter allocations are based on the share of statewide weighted attending Average Daily Membership (ADM). The second $150 million payment was calculated based on the same ADM used for the FY24 May Classroom Site Fund payment.
