FY24 School Finance New Budget System

School Finance would like to inform all districts and charters that we will be using a new system to accept budget and financial report file submissions starting in fiscal year 2024. The new system is an application called School Finance Budget System within ADEConnect. The new School Finance Budget System will be replacing Common Logon for all purposes besides retrieving prior year files.

 

The School Finance Budget System will NOT be available until mid-June, but it is important now to ensure that your assigned entity administrator for ADEConnect is correct to avoid any delays in accessing the system.

 

Access to the new School Finance Budget System must be granted by the assigned ADEConnect system administrator for your charter or district when the system becomes available. Attached below are step-by-step instructions that include screenshots of the system to help with this process.

Please follow the steps below to be granted access:

 

You will need to first verify who is your entity administrator that will be able to grant you access to the School Finance Budget System. If you are the entity administrator, please give permission to yourself using the following steps. Use the following link to see who your entity administrator is if unsure:

 

ADEConnect - Find Administrator (azed.gov)

 

If the assigned entity administrator is no longer with the district or charter, please submit a HelpDesk ticket or contact IT Application Support at (602) 542-7378.

 

Your entity administrator will use the following steps to grant permission:

 

  • Step 1: Click “User Management” in the top right-hand side of the ADEConnect homepage.

  • Step 2: If you need to add a user, click “Add User.” If the user has information in the system already, skip to step 3.

  • Step 2.a: You will then see this screen- follow all the prompts and save the information. After adding the user, navigate back to the ADEConnect homepage.

  • Step 3: Under “User Management” on the ADEConnect homepage, click “Add/Remove ADEConnect Roles” to assign the role to the user.

  • Step 3.a: Click on the user that you would like to add to “School Finance Budget System” within the “User Selection” box. After selection, click “Add ADEConnect Role.”

  •  Step 3.b: Search “School Finance Budget System” in the search box that is on the right-hand side of the page. Select “School Finance Budget System” in the “ADEConnect Role Selection” box. Click save after selection.

  • Step 4: Have the user login to ADEConnect to make sure they access to “School Finance Budget System.”

 

Again, this system will not be available until mid-June.

BUDG-25 reports for all school districts have been posted to the School Finance website.  FY 2023 March BUDG-25 reports have been calculated using the FY 2023 March BSA 55-1 information

 

  • District BUDG-25 reports are available to download from the School Finance website:
    • First, select a school district and then click “Go!”
    • Next, click “Switch to Budgets” from the top right corner of the menu bar and then click “Reports” from the middle of the menu bar.
    • Finally, select fiscal year 2023 and then click “Go!”. The BUDG-25 report will appear.

 

  • District BUDG-75 reports are available to download from the School Finance website:
    • First, select a school district and then click “Go!”
    • Next, click “Switch to Budgets” from the top right corner of the menu bar and then click “Reports” from the middle of the menu bar.
    • Finally, select fiscal year 2022 and then click “Go!”. The BUDG-75 report will appear.

 

  • District BSA 55-1 reports are available to download from the School Finance website:
    • First, select a school district and then click “View Reports”
    • Next, scroll down the page to the “School District Reports” section.
    • Finally, click the March “PDF” button. The March BSA 55-1 report will appear.

 

BUDG-25 reports will be available until the Budget Team performs the next update (typically after each State Aid distribution). Once the updating process has begun, all BUDG-25 reports will become unavailable at that time.  Please save a copy for future reference.

FY 2023 FRPL Add-on Payment

School Finance has manually calculated initial add-on payments for the new FRPL Group B weight in accordance with Laws 2022, Chapter 317 and the files below describe the calculation process and details for each district and charter. The additional funding for districts and charters will appear as adjustments to the base support level in BSA55 reports. Calculations will be updated one time after statewide recalculation in July to reflect final student data.

  • District BUDG-25 reports are available to download from the School Finance website:

    • Finally, select fiscal year 2023 and then click “Go!”. The BUDG-25 report will appear.

BUDG-25 reports for all school districts have been posted to the School Finance website.  FY 2023 January BUDG-25 reports have been calculated using the FY 2022 BUDG-75 report and FY 2023 January BSA 55-1 informationPlease note, the reduction for any over-expenditure amount in M&O and/or Unrestricted as reported on the FY 2022 BUDG-75 will be included on the FY 2023 January BUDG-25 Reports.

The FY2022 Superintendent's Annual Financial Report (SAFR) has been posted. 

The perpetual SAFR database has been updated to include FY2022 (now encompassing 2006-2022).

The Superintendent's Annual Financial Reports and Database can both be found on the School Finance Reports page.

Request for Volunteers for New Budget System Beta Test

Request for Volunteers for New Budget System Beta Test

School Finance will be testing a new system for processing budgets, financial reports and other files this spring and is seeking volunteers from districts and charters to test system functionality and provide feedback.

Beta test volunteers will be given access to log-in to a new Local Education Agency dashboard from which budgets and other files will be uploaded to the department. Volunteers will have the ability to interact with the new user interface, upload files and view budget reports. All volunteers will be given a brief training on the system and instructions to complete specific tests.

If you would be interested in volunteering to participate in the Budget System Beta Test on behalf of a district or charter, please send an email to SF[email protected] with the subject "Beta Test Participant" and the name of your district or charter. School Finance will select participants to ensure that districts and charters of various sizes and with various characteristics are represented. Selected test participants will be contacted during the first week of February.

Submitting FY 2022 Financial and Compliance Audit Reports (ARS 15-914)

School districts and charters are now able to submit financial and compliance audit report files to the Arizona Department of Education (ADE) to satisfy the new requirement in state law.

 

Laws 2021, Chapter 7 revised ARS 15-914 requires that financial and compliance audit reports be submitted to the Arizona Department of Education and that the department make the reports available on its website.  

 

Instructions to upload financial and compliance audit report files though Common Logon are below:

  1. Save the file as a PDF (if not already a PDF file)
  2. Log-in to Common Logon
  3. Select School Finance File Upload (Budget/AFR)
  4. Select Fiscal Year 2022
  5. Select “2022 Financial and Compliance Audit Files - Actual” from Type and Version
  6. Select the desired PDF file
  7. Finally, click “Upload File"

 

Please note that the file status will be “File Verification Failed”, but that is expected because the system does not extract data from PDF files.  However, the file itself will still be visible and downloadable.  Once the file has been uploaded, the file will be considered submitted to ADE.
