Title III Annual Measurable Achievement Objectives (AMAOs)
- The new Every Student Succeeds Act (ESSA) shifts accountability for English language learners from Title III to Title I. Under the new federal law, states will be required to include accountability for ELLs in their statewide accountability frameworks under Title I, the provision that governs accountability for all students. The result of this change is that AMAOs are no longer a separately defined set of accountability requirements. Therefore, there are no Making Progress and Reclassification Targets for fiscal years 2015 and 2016. Although there are no Making Progress and Reclassification target rates, accountability for the performance of ELLs has not gone away. Both federal and state law requires ELL performance to be included in state accountability systems. Reclassification rates will be calculated and reported for fiscal years 2015 and 2016. The USDOE is currently in the rulemaking process for ESSA and states are awaiting guidance and regulatory information in order to interpret and implement the new law. ADE is working diligently to provide as much transparency as possible as we navigate the many factors impacting our accountability system.
