In order to qualify for an ESA under D/F Schools, a student must have been enrolled in an Arizona public school assigned a letter grade of D or F for the first 100 days of the 2014-2015 school year
or
be eligible for kindergarten for the 2015-2016 school year and residing within the boundaries of a failing school.
