On April 25, 2011, the State Board of Education (SBE) unanimously passed the proposed Arizona Framework for Measuring Educator Effectiveness. This action resulted from the passage of SB 1040, which in turn became ARS§ 15-203(A)(38). This statute directs the SBE to adopt and maintain a model framework for teacher and principal evaluation that includes quantitative data on student academic progress. The SBE amended and approved changes to the framework on May 19, 2014. On January 25, 2016 and April 25, 2016 the SBE adopted revisions that emphasize more flexibility, local control in decision making, and multiple measures of assessment of student achievement and instructional practice. This document also includes a Data Decision Tree to assist LEAs in determining the appropriate application of student progress data. ADE will continue to update this page in order to provide the most current information and resources to assist all Local Education Agencies with the successful implementation of the framework in the 2016 – 2017 school year and beyond.
