Please see the below engrossed version of the State Special Education Rules package, R7-2-401, as passed by the Arizona State Board of Education (SBE) on October 23, 2017. The document containing the draft strikethroughs and additions to the rules has been available on the SBE website (https://azsbe.az.gov/sites/default/files/media/R7-2-401_Oct%2023%20As%20Adopted%20by%20Board_0.pdf) since the date it was passed, but the “engrossed” version shows all of the changes that have been incorporated into a final document. The ADE received this version late last week. Please note: the official rules will be published by the Secretary of State and will look slightly different with formatting.
Additionally, the new rules replaced the specific professionals previously required to verify certain disabilities with the general term “qualified professional.” The State Board of Education then directed the Department of Education to develop a list of qualified professionals eligible to conduct the appropriate evaluations, subject to review and approval of the State Board of Education. Attached is the list of qualified professionals proposed by the Department of Education. The public is invited to provide comment on the draft Qualified Professionals List until November 27, 2017 by emailing [email protected]. The window for provision of public comment is short because the proposed list will be presented to the State Board of Education at the upcoming meeting on December 4, 2017.
