Welcome to the State Tutoring Fund

General Information

In accordance with state policy, the ADE State Tutoring Fund Program represents the monies available to all pupils in a school assigned a letter grade D or F. These monies are granted to approved tutoring providers who are contracted with ADE and who work with public schools and charters to assist students in meeting the Arizona academic standards to support growth with the state assessment(s). School administrators and staff, private tutors, and ESA tutors may not provide tutoring for this program. 

The State Tutoring Fund is not associated with the Empowerment Scholarship Account (ESA) Program. Questions regarding ESA eligibility, applications, or the use of ESA funds for tutoring services should be directed to the ESA team: [email protected], (602) 364-1969.

The State Tutoring Fund Program outlines tutoring requirements. 

  • Tutoring must be provided by tutors that meet the qualifications as outlined in the Tutor Qualification Form.  
  • Tutoring group size must be between 3-5 students to one tutor.  
  • A tutor can work with an unlimited total number of students (based on the approved budget proposal and PO).   
  • One tutor to one pupil tutoring is not the model of this program. 
  • Programs may not supplant core instruction. See core instruction list below. 
  • Examples of supplemental times are those after school, before school, intersession, or any pullouts that do not remove students from core instructional time.  

Tutoring may not occur on weekends, holidays, or during state testing. 

These requirements were outlined in the Request for Proposals and final contracts signed by the providers.  

Schools eligible for the State Tutoring Fund have been assigned a letter grade of D or F as defined by accountability system as determined by the Arizona State Board of Education. For more information about school letter grades visit AZ School Report Cards.   

All students attending a school that has received a D or F rating are eligible to receive tutoring through the State Tutoring Fund. In most cases, participating schools coordinate and facilitate tutoring services directly with approved tutoring providers. However, if a child attends a D or F rated school and the school does not participate in the State Tutoring Fund, the child may still be eligible to receive tutoring services directly through an approved provider. Please contact an approved provider to determine eligibility and arrange tutoring services. 

Information for Providers

All providers are paid at the rate of $60 per tutoring hour. Additional expenses will not be covered including but not limited to travel. The payment is not based on the number of students tutored. 

Invoices must be submitted monthly. The invoice for services provided during the previous month is due by the 15th of the following month and should be emailed to [email protected]. All tutoring sessions must be entered into the State Tutoring Fund App before submitting an invoice. The data recorded in the State Tutoring Fund App must match the information included on the invoice. 

Invoices must be submitted by the established deadlines. Failure to submit an invoice by the due date will result in non-payment for that month’s services, and past-due invoices will not be accepted. Tutoring may not occur during weekends, holidays, or state testing.

Important Dates and Deadlines Fiscal Year 2027 

All providers must submit a budget proposal to be considered for allocation. However, there is a finite amount of funds and when that amount has been encumbered, ADE will not be able to approve more funding. Tutoring may begin only after provider receives the award email AND provider receives a notification that a PO has been created in the Arizona Procurement Portal. Individual private tutors cannot be used for this program.  

  1. Submit Budget Proposal to [email protected]  
  2. Complete Tutor Qualification Form for all tutors who will be working with students on behalf of the State Tutoring Fund Program.  
  3. Submit a Request to Add or Remove a Tutor in the State Tutor App Form for each tutor who will be working with students on behalf of the State Tutoring Program. 
  4. Create an ADEConnect account for tutors who will be working with students on behalf of the State Tutoring Program. This account will grant tutors access to the State Tutor Fund App where hours and tutoring details are uploaded. 
  5. Collect the Tutor Checklist from individual tutors.  
  6. Facilitate the signing and collection of the Certificate of Supplemental Instruction (CSI) for each student. 

Tutoring during the school year must be done during supplemental time outside of core instructional time. Supplemental time includes after school, before school, intersession, or any pullouts that do not remove students from core instruction classes.   

  • Continue to submit a Request to Add Tutor Form as tutors as needed.  
  • Maintain attendance (sign-in sheets) records that cover session dates, duration, and students present  
  • Maintain tutor records on State Tutor Fund App noting hours and participating students. Records in the State Tutor Fund App must match monthly invoices. 
  • Submit invoices for services provided during the previous month by the 15th of the following month. Failure to submit an invoice by the due date will result in non-payment for that month’s services, and past-due invoices will not be accepted. 
  • Collect formal formative testing data from sites and record in the State Tutor Fund App. 
  • Collaborate with site coordinators and State Tutoring Fund team members. 

The State Tutoring Fund Program requires that providers submit an annual report to the Arizona Department of Education. The annual report must be submitted no later than June 15 to [email protected] in PDF format. Providers must work with schools and site coordinators to obtain participation data, feedback, and formal formative testing data.

Information for Site Coordinators

Qualified schools that have opted into the State Tutoring Fund may designate a Site Coordinator.  

The Site Coordinator plays a critical role in the organization, implementation, support, and execution of the tutoring program in alignment with all grant requirements. This position ensures that tutoring services are implemented at a site with fidelity, student progress is monitored, and program requirements are consistently met.   

To serve as a State Tutoring Fund Site Coordinator, individuals must: 

  • Be an employee (certified or classified) at the district of an eligible school that has opted into the State Tutoring Fund 
  • Be working with an approved, contracted tutoring provider 
  • Be designated by school leadership to support the State Tutoring Fund program at the site 

The Site Coordinator is responsible for supporting the successful implementation of the tutoring program. The responsibilities listed below provide an overview and are not intended to represent a comprehensive list of all requirements. 

  • Coordinating student participation, schedules, and group assignments 
  • Supporting tutors to ensure instruction aligns with Arizona State Standards and student learning goals 
  • Maintaining required documentation 
  • Monitoring attendance 
  • Supporting communication and data collection regarding student academic progress

State Tutoring Fund Site Coordinators may receive compensation of up to $750 per semester ($1,500 annually) for their coordination services. Site Coordinator invoices may not exceed $750 per semester, and unused funds may not roll over to the second semester or another fiscal year. Site Coordinators will be paid directly by the Arizona Department of Education and must register as a supplier through the Arizona Department of Administration's Arizona Procurement Portal (APP). Payments will be processed through the Arizona State Procurement Office in accordance with State of Arizona procurement requirements.

Information for Tutors

Tutors participating in the State Tutoring Fund Program are contracted through approved State Tutoring Fund providers and play a critical role in supporting student academic achievement. 

  • Tutors must be hired, supervised, and assigned through an approved State Tutoring Fund provider. 
  • School administrators and school staff may not provide tutoring services through the State Tutoring Fund Program. 
  • Private tutors and Empowerment Scholarship Account (ESA) tutors are not eligible to provide tutoring services through the State Tutoring Fund Program. 
  • Tutors must meet qualifications and requirements outlined in the Tutor Qualification Form

Tutors are responsible for completing the following requirements prior to working with students: 

  • Submit a signed Tutor Checklist to the tutoring provider 
  • Complete the State Tutoring Fund Program Training in APLD. 
  • Be registered in ADEConnect  
  • Access the State Tutoring Fund Application 
  • Verify valid Fingerprint Clearance Card (FCC) within the State Tutoring Fund Application. 
  • Obtain a Certificate of Supplemental Instruction (CSI) for each assigned student prior to the start of tutoring services.  
  • Register all assigned students in the State Tutoring Fund Application through ADEConnect using the student's SSID number (not the student's local school ID number).

  • Accurately record tutor and student hours in the State Tutoring Fund Application each week. 
  • Ensure student daily sign-in sheets align with hours entered in the State Tutoring Fund Application and maintain sign-in sheets for audit and recordkeeping purposes. 
  • Maintain documentation of standards-based academic progress that demonstrates both student proficiency and academic growth, as required by A.R.S. § 15-241(K). 
  • Comply with all State Tutoring Fund Program requirements, timelines, and documentation expectations. 

  Information for Parents/Guardians

In most cases, participating schools coordinate and facilitate tutoring services directly with approved tutoring providers. However, if a child attends a D or F rated school and the school does not participate in the State Tutoring Fund, the child may still be eligible to receive tutoring services directly through an approved provider. Please contact an approved provider to determine eligibility and arrange tutoring services. 

Parent(s)/Guardian(s) of participating students must complete the Certificate of Supplemental Instruction before tutoring begins. A Certificate of Supplemental Instruction can be obtained from your child's school or the tutoring provider.

Accountability

State Tutoring Fund providers are responsible for maintaining accurate records, documenting student progress, and ensuring all submitted information aligns with program requirements. 

The State Tutoring Fund Program monitors provider compliance through the review of the following documentation and records: 

  • Certificate of Supplemental Instruction (CSI) 
  • Academic Progress 
  • State Tutor Fund App Data 
  • Invoices 
  • Required Records 
  • Annual Report 

Approved Providers

The current providers participating in the State Tutoring Fund were selected through a formal Request for Proposal (RFP) process conducted in 2022. At this time, additional tutoring providers cannot be added to the approved provider list.
