Considering Offering 200 Days of Instruction for FY 2014?

A.R.S. § 15-902.04 allows for LEAs providing 200 days of instruction at their schools to increase their base level by 5%.  If your district or charter intends to offer a 200- day calendar in FY 2014, you must, at a minimum:

 1) Submit a letter to Lyle Friesen, Deputy Associate Superintendent, School Finance, ADE, requesting approval of the 200-day calendar prior to June 19, 2012.

2) Submit a 200-day calendar for each school within the district/charter holder, which includes a 10 per cent increase in annual instructional hours.

3) Budget for a five per cent increase in base level support.

4) Submit the “Optional 200 Day Instructional Calendar Compliance Form“.

These items must be completed and submitted to your Account Analyst,  and approved by ADE School Finance no later than June 30, 2013 in order to obtain the 5% base level increase for FY 2014.

June Aggregation Complete and ADMS40 Series Reports Available

June’s monthly processing that began on June 1 has completed, so updated 75-1 reports (ADM, SPED and ELL) are available through SDDI.  Also, the ADMS40 series reports (including the 46-1) and the SPED28-1 and ELLS28-1 reports are available here.

For charters, these new 40 series and SPED/ELL reports will be used to determine your June 28 state aid payment.  For questions regarding your data, please contact your account analyst.

  

PLEASE NOTE:

The next aggregation processing for FY13 will be the final one for the year.  The deadline for SAIS submissions is June 30 @ 5pm for all schools with the exception of AOIs (online schools).  Their deadline is July 17 @ 5 pm.  The final SAIS data processing is called the statewide recalculation, which will be kicked off on July 18, 2013 and will provide final FY13 integrity and ADM results.  Payment adjustments resulting from the recalculation are expected to be included in the Oct 1, 2013 state aid disbursement.

Federal and State Maintenance and Operations Declaration Form

The Federal and State Maintenance & Operations Declaration Form for FY 2014 is available.  This is to be completed by charter holders who receive, or expect to receive, monies other than state equalization assistance for the basic maintenance and operations of their schools in FY 2014. 

Memo 13-047 provides additional details on who is to complete the form.  If you do not have monies to report, please do not submit the form to ADE.

Form submission deadline is July 5, 2013 @ 4:30 pm.

FY 2014 Charter Estimated Counts is Available for Submissions

There has been a lot of interest in when Charter Estimated Counts will be available for charters to submit their estimated counts (estimated ADM) for the 2013-2014 school year, also known as fiscal year 2014.  We are excited to announce that Estimated Counts is now available for all active charter holders currently on file with ADE to begin their estimates submissions.

 

Please see Memo 13-046 for submission instructions and why charters are required to submit estimates of their FY 2014 ADM.

Counts must be submitted for each charter site prior to July 12, 2013 @4:30 pm in order to receive an August 1, 2013 state aid payment.

June FY 2013 BUDG25 Reports are Now Available

The June FY 2013 BUDG25 Reports are now available for download and review from the districts’ budget reports home page of the ADE website, as located by district selection at https://www.ade.az.gov/Budget/EntitySelection.asp.

This current budget report reflects data from the last successfully processed FY 2013 Expenditure Budget as of June 1, 2013 and the currently posted FY 2013 APOR 55-1 report.

New 915 Data Correction Guidelines!

Based on feedback from external and internal customers, we reviewed our 915 data correction process to identify weaknesses and areas for improvement.  This has resulted in process improvements which will provide better communication, shorten the lifespan of the 915s and will require less SAIS processing time.  We have developed a process map and guidelines outlining the new process for your enjoyment.  The new changes have been rolled out in phases starting in February and finishing in May.

Rosa’s Law: Intellectual Disability Terminology Changes

On October 5, 2010, President Obama signed legislation requiring the federal government to replace the term “mental retardation” with “intellectual disability” in many areas of government. This measure, known as Rosa’s Law, strips the terms “mental retardation” and “mentally retarded” from federal health, education, and labor policy. “Intellectual disability” or “individual with an intellectual disability” are being inserted in place of these outdated terms. The rights of individuals with disabilities remain the same.

 

ADE is in the conversion process required by this legislation. References to “mental retardation” are being changed to “intellectual disability” and the acronym “MR” is being replaced with the acronym “ID.” The current acronyms for the disability categories of MIMR, MOMR, and SMR are being changed to MIID, MOID, and SID within SAIS. Additionally, references to a “mentally retarded individual” are being changed to an “individual with an intellectual disability” in resource documents, memos, and other supporting documentation throughout ADE. 

 

ADE’s conversion from “MR” to “ID” in SAIS will be introduced following the FY 2013 rollover. However, not all ADE data collection application and resource material conversions will occur immediately after June 30, 2013. The conversion process for other online applications and resource materials is expected to be finalized no later than December 2013.

 

SAIS business rules were created identifying the areas within SAIS to be modified to accommodate this change.  The rules can be found here within the “Business Rules” section of the webpage under fiscal year “2014.”

Final Transportation Data Submission Deadlines

It’s that time of year again when districts are required to submit final transportation data.  This includes submitting the Vehicle Inventory data and generating the TRAN40-2 report as well as re-creating the TRAN55-1 report after both Vehicle Inventory and Transportation Routes data have been finalized.  Generating the reports is the responsibility of the district and if they are not re-run to reflect the most recent data, it will cause unexpected results on the APOR55-1 and unexpected funding.  Be sure to include all applicable vehicle miles through June 30.  If they are not included, a negative impact to Transportation Support Level may be seen.

 

DEADLINES:

The Vehicle Inventory application will be available and open for submissions on Monday, May 13, 2013.

The deadline for reporting of final data and generation of new reports is July 15, 2013.

 

 

HOW TO SUBMIT DATA:

All transportation related data can be submitted through these two applications within Common Logon on the ADE web site:  Transportation Routes and Vehicle Inventory.   In the event that you are unable to access the applications, you may request Common Logon permissions by sending an email to enterprise@azed.gov .
