Title I Carryover Waiver Approved!

The US Department of Education (ED) has approved Arizona’s request for additional flexibility related to the carryover limitations for Title I, Part A funds, specifically a waiver of the once in three year limitation, as outlined in Section 1127(b) of Title I.

While the statute limits the carryover amount for LEAs to 15% of the annual allocation, it also provides an option for LEAs to request the ADE to grant a waiver of that limit no more than once every three years. Approval of this request enables you to request to carry over more than 15% of your FY2013 Title I, Part A funds, even if you received a waiver for FY2012 funds.

LEAs are reminded that this waiver applies only to flexibility regarding when Title I funds are available to the LEA. All other Title I requirements remain in place.

ESEA flexibility has provided a voluntary opportunity for states to be released from certain requirements of NCLB. Arizona’s application was approved on July 19, 2012 for one year only. Arizona may request an extension by meeting two conditions. The first is to increase the weight of the graduation rate in A-F Letter Grade System and the second is to amend the definition of “academic progress” in the educator evaluation framework. These proposed changes will be discussed. Stakeholder feedback is desired.
