Title I Carryover Waiver

The US Department of Education (ED) has announced an opportunity for states to apply for additional flexibility, specifically related to the carryover limitations for Title I, Part A funds. The ADE will be requesting a waiver of the once in three year limitation, which will enable Arizona’s LEAs to request to carry over more than 15% of its FY2013 Title I, Part A funds, even if any received a waiver for FY2012 funds. ESEA flexibility has provided a voluntary opportunity for states to be released from certain requirements of NCLB. Arizona’s application was approved on July 19, 2012 for one year only. Arizona may request an extension by meeting two conditions. The first is to increase the weight of the graduation rate in A-F Letter Grade System and the second is to amend the definition of “academic progress” in the educator evaluation framework. These proposed changes will be discussed. Stakeholder feedback is desired.
