Title V-A: Innovative Programs

Title V-A, formerly Title VI under IASA, makes resources available to states in order for local educational agencies (LEAs) to design and implement innovative education research-based programs and strategies to improve student achievement. This supplemental innovative assistance program shall be tied to promoting challenging academic achievement standards, used to improve student academic achievement and be part of an overall education reform strategy.

Some of the twenty- seven allowable activities include teacher quality, professional development, class-size reduction, technology and educational materials, education reform and school improvement, special needs, parental options, literacy, early childhood and adult education, community service and community involvement and health services. Allocations to LEAs are made available on a formula basis.

 
Allowable Title V-A Activities
Under Title VI of the Elementary and Secondary Education Act, there were nine allowable activities. With the reauthorization, there are now 27 allowable activities under Title V-A, including:
Professional development and class-size reduction activities
Charter schools
Community service programs
Consumer, economic, and personal finance education
Public school choice
Programs to hire and support school nurses
School-based mental health services
Alternative education programs
Pre-kindergarten programs
Academic intervention programs
Smaller learning communities programs
Activities to advance student achievement
Programs and activities that use best practice models
Same-gender schools and classrooms
Service-learning activities
School safety programs
Programs that use research-based cognitive and perceptual development approaches and rely on a "diagnostic-prescriptive model" to improve students' learning
Title I supplemental educational services
Magnet schools
Dropout prevention
Gifted and talented education
Parental and community involvement
