Planning Tool Initial Communication

The Comprehensive Needs Assessment (CNA) and Integrated Action Plan (IAP) are relocating from ALEAT into the Grants Management Enterprise (GME) system beginning Fiscal Year 2020. The CNA and IAP (referred to as the Planning Tool in GME) will be available starting Friday, November 16, 2018 in GME.

Note: All items that are currently in ALEAT will remain in ALEAT.

Training In anticipation of this migration, the initial trainings will be held during the ESSA Conference (November 14-15, 2018). If you have not registered for this conference, please do so as soon as possible through EMS. Subsequent trainings will be available after the ESSA Conference; dates will be announced in the near future.

Requirement The CNA and IAP is required to be completed in order to be approved for the following grants: • Title I • Title II • Title III • Title IV • School Improvement

The goal is to submit the Planning Tool by May 1st.

Required User Roles There are five roles that can initiate, edit, and complete the Comprehensive Needs Assessment/Integrated Action Plan.

Note: These Planning Tool roles do not have permission to edit and/or submit Funding Applications.

School Plan Update
  • Allows a user to begin, edit, and submit a school plan.
  • School Leadership
School Plan Reviewer
  • Allows a user to give school level approval to a school plan.
  • Also has School Plan Update role permissions.
  • Principal, Assistant Principal
LEA School Plan View
  • Allows a user to view a school plan
  • District leadership
LEA School Plan Reviewer
  • Allows a user to give district level approval to a school plan
  • Also has School Plan Reviewer and LEA School Plan View role permissions
  • Federal Program Director, Curriculum Director, Assistant Superintendent, etc
LEA Plan Update
  • Allows a user to begin, edit, and submit a district plan.
  • Also has LEA School Plan View role permissions.
  • Federal Program Director, Curriculum Director, Assistant Superintendent, etc
LEA Plan Reviewer
  • Allows a user to give district level approval to a district plan.
  • Also has LEA School Plan View and LEA Plan Update role permissions.
  •  Superintendent or Designee

Your LEA User Access Administrator will be able to begin assigning these roles for your entity beginning today, Tuesday, October 16, 2018. The LEA User Access Administrator is the only user able to assign these Planning Tool roles.

Training Materials Training materials for the Planning Tool will be available prior to the ESSA Conference. They will be available in the Grants Management Resource Library (GME User Reference Guide > Planning Tool). Another communication will be sent out when these materials are ready for you to view. Keep in mind that the Planning Tool itself will not go live until the day after the ESSA Conference, November 16, 2018.
