College Credit by Examination Incentive Program - Updated

Please be advised that the first distribution for the College Credit by Examination Incentive Program pursuant to A.R.S. § 15-249.06. has been completed.  A second distribution for Cambridge will be completed soon.   Development of reporting with teacher specific information is in development.  Please check back late this week or early next week for information on the second payment and the new report.

The College Credit by Examination Incentive Program (CCEIP) provides incentive bonuses to teachers, school districts and charter schools for students who obtain a passing score on a qualifying examination for college credit in mathematics, English language arts or science while in high school. Qualifying exams may include Advanced Placement (AP), Cambridge International Exam (CIE) A and AS Level and International Baccalaureate (IB) exams. ADE shall pay an incentive bonus to school districts and charter schools for each student in grades nine through twelve who receives a passing score during the previous fiscal year on a qualifying examination identified by the Arizona Board of Regents. Information about the Qualifying Examinations can be found at http://www.azed.gov/advanced-placement/cceip/.

A student who receives a passing score on a qualifying examination and who is enrolled in a school where 50% or more of the students are eligible for free or reduced price lunches shall generate for the school district or charter school a bonus of $450 per passing score on a qualifying examination (subject to availability of funds).

A student who receives a passing score on a qualifying examination and who is enrolled in a school where less than 50% of the students are eligible for free or reduced price lunches shall generate for the school district or charter school a bonus of $300 per passing score on a qualifying examination (subject to availability of funds).

Pursuant to A.R.S. § 15-249.06, a school district or charter school that receives an incentive shall distribute at least 50% of the bonus monies to the associated classroom teacher for each student who passes a qualifying examination. Bonus monies awarded to a teacher pursuant to this subsection shall be in addition to any regular wage, compensation or other bonus the teacher receives or is scheduled to receive. ADE is establishing a process for each school district and charter school to access their data to assist in the payout of the bonus monies. Please expect guidance about accessing your data to be shared on the CCEIP website and a School Finance Memorandum the week of June 4, 2018.

The remainder of any bonus monies received by a school district or charter school shall be used for teacher professional development or student instructional support or materials. Any bonus monies received by a school district or charter school shall be separately accounted for in the school district’s or charter school’s Annual Financial Report. Additionally, incentive bonuses distributed to and any bonus monies received by a school district or charter school through this program are not subject to collective bargaining.

In circumstances when incentive bonuses have been awarded to teachers who are no longer teaching within the school district or charter school and awarding the funds to the teacher will place an undue burden on resources for the LEA, the funding shall revert to professional development or student instructional support or materials within the school district or charter school as permitted by law.

UPDATE:

Please be advised that the report for the College Credit by Examination Incentive Program (CCEIP) is now available in the Accountability Portal within ADE Connect. This report is available to users at the school district or charter school who have permissions to access to the Accountability Portal. This report contains valuable information to assist with the payment to eligible teachers.
