Safe Return to In-Person Learning

All LEAs receiving ESSER III funds must develop and make publicly available on their website, a plan for the Safe Return to In-Person Instruction and Continuity of Services.

  • LEAs must seek public input and take such input into account in the development and revision of local plans
  • If no plan was in place (unlikely), then it would need to be created by July 2, 2021
  • If a plan was already in place, then the plan would need to be revised to address the new requirements to be in place for the first day of their next school year (SY21-22)
  • The plan must be updated at least every 6 months, or more often depending on updates in CDC guidance – through September 30, 2023
    • LEAs will receive an email from ADE when their new Safe Return to In-Person Learning Plan is due (6 months since the submission/approval of their last plan).

How do LEAs submit their completed plans?

Safe Return to In-Person Learning plans will be submitted via EMAC once every six months until September 30, 2023.

If you are not yet a part of EMAC, contact your ADEConnect Administrator and request to be added as an ESSER LEA User.

LEAs will complete two Safe Return to In-Person Learning Plans during the FY23 school year in EMAC according to the LEA's group number and due dates listed below. Once submitted, your specialist will then be able to review your plan. Please contine to check back weekly in EMAC until your plan is approved.  Once approved, it will be updated on the ADE website if changes have been made to the plan.

Please note the following definitions as you complete it:

  • Policy = an approved Governing Board Policy
  • Procedure = a guideline put in place by your LEA
  • Interim Final Rule (IFR) requirements for ESSER III
  •  Frequently Asked Questions guidance regarding allowable uses of ESSER funds and ESSER funds requirements across ESSER I, II and III
