Safe Return to In-Person Learning

All LEAs receiving ESSER III funds must develop and make publicly available on their website, a plan for the Safe Return to In-Person Instruction and Continuity of Services.

  • LEAs must seek public input and take such input into account in the development and revision of local plans
  • If no plan was in place (unlikely), then it would need to be created by July 2, 2021
  • If a plan was already in place, then the plan would need to be revised to address the new requirements to be in place for the first day of their next school year (SY21-22)
  • The plan must be updated at least every 6 months, or more often depending on updates in CDC guidance – through September 30, 2023
    • LEAs will receive an email from ADE when their new Safe Return to In-Person Learning Plan is due (6 months since the submission/approval of their last plan).

How do LEAs submit their completed plans?

Starting January 2022, Safe Return to In-Person Learning plans will be submitted via EMAC.

If you are not yet a part of EMAC, contact your ADEConnect Administrator and request to be added.

If you already have access to EMAC, perhaps through Title I or Title III, please reach out to your EMAC Admin to be added to the ESSER Group.

This quarter, you will receive an EMAC welcome email with set-up instructions and more information. After you have submitted your plan, an ESSER Specialist will review your plan and then email you letting you know if it’s been approved or denied. Once approved, it will updated on the website.

If you are not making any changes to your LEA’s Safe Return to In-Person Learning Plan this semester, please feel free to take the information from your previous approved plan and enter it into the new form in EMAC. You will complete this same form once every six months until September 30, 2023.
