The Arizona Department of Education (ADE) is glad to announce the application for American Rescue Plan (ARP) ESSER State Funds, also known as "ADE ESSER III Setaside Funds."
With the approval of ADE’s American Rescue Plan’s state plan, our agency was awarded the final installment of ARP ESSER funding, including discretionary dollars that will be allocated to sub-recipients to fund initiatives that support student success and recovery from the COVID-19 pandemic.
The application is open to a wide variety of partners, including community organizations and other entities that support students and families. There is a separate grant application for ESSER III Local Education Assocation (LEA) Allocations. For more information on how to draw down on LEA ESSER III funds, click here.
These funds are intended to support programs aimed at accelerating and enriching learning and increasing learning opportunities – particularly for our most vulnerable student populations. The U.S. Department of Education has developed three lanes that the types of programs applicants put forth should address. These include:
- Learning Loss – or disrupted learning
- Summer enrichment
- Comprehensive after school programs
Within each of these lanes, the Arizona Department of Education has identified three priority focus areas applicants should aim to address:
- Enrichment & reinforcements for learning
- Mental, behavioral, and physical health support for students and educators
- Student and family re-engagement and support for critical transition periods.

How to Apply
The application is now open on the Arizona Procurement Portal website. Interested applicants should visit the Arizona Procurement Portal (APP), select “Open Solicitations” from the welcome page, and enter the RFGA number BPM004016 as a keyword.
All applicants must be registered as a “supplier” within APP. If your organization is registering as a supplier within APP for the first time, visit the State Procurement Office site, scroll down, and select “Supplier Registration” to find resources and guides regarding Supplier Registration and Supplier Enrollment.
