No, not for FY 2015 and beyond. Beginning in YR 2015, the technology plan requirements for category two services are eliminated. However, Districts should continue to submit via ALEAT their plans and have them approved in case of PIA audit / review.
FY 2014 and earlier require an approved technology plan for category two (then priority two) services.
The FCC eliminated the technology plan requirements for category one (then priority one) services in 2010.
