Foster care Education

This month our spotlight is on our Foster Care Education Program and some of the beneficial resources their team wants to share to support students in foster care as they pursue their educational goals.  

Students in foster care may face many challenges during their educational journey. Arizona Friends of Foster Children Foundation (AFFCF) are among the leaders in serving students in foster care within the State of Arizona. Along with a multitude of opportunity scholarships for our students in foster care, AFFCF also created a useful education guide to support current and former youth in foster care. 

Students in foster care have specific school stability provisions through the Every Student Succeeds Act (ESSA). ESSA states that students in foster care have the right to remain in the school they were attending before entering foster care or, if they are already in foster care, the school they were attending before a foster care placement change (this school would be called the school of origin). The premise is that if students in foster care maintain school stability, it would lead to greater educational outcomes.  

There are supports that unlock as a student reaches certain age milestones. If a student was in foster care after their 13th birthday, that student would be given independent status when filling out the FAFSA and in most cases, receive the full Pell Grant award. If a student was in foster care after their 14th birthday, they would be eligible for the Arizona Tuition Waiver. Once the Pell Grant & other institutional scholarships are applied, the remaining balance of the tuition costs would be waived for all state universities and colleges. Students can take advantage of this resource until their 23rd birthday. If a student was in foster care after their 16th birthday, they would be eligible for the Education and Training Voucher (ETV). These federal funds (up to $5,000 per year) are available for school-related expenses for 5 total years. This resource is available until their 26th birthday. To remove the barriers related to post-secondary entry, fee waivers are available for students in foster care to take the SAT and the ACT. 

We would also like to share with you the recent news about The Fostering Futures Scholarships at Grand Canyon University that will begin during the 2022-2023 school year. This scholarship may be utilized by youth currently in foster care (either 17yrs old in DCS care or 18yrs old DCS Voluntary Foster Care or in DCS TILP aftercare program) that have been accepted to GCU or are currently attending GCU. They must also be an Arizona resident, enrolled in an undergraduate degree program, must be eligible for the Pell Grant & ETV, will live on-campus, and receive a meal plan.

Funding Tip of the Month: Don’t wait to apply for FY 2023 funds that support your ELs! Title III and SEI Budget applications for the FY 2023 project have already been open for one month. Please remember that applications should be submitted by May 1, 2022.

 

Title III

LEA Integrated Action Plans (LIAPs) must also be completed and saved at the time of application submission. LIAPs are reviewed in tandem with the application since all grant requests are tied to identified needs. OELAS has a wealth of Title III resources to assist in understanding this Federal funding source. Visit the Title III Spending Guidance section of the Title III website.

Virtual Johnson O'Malley Grant Support Forum

A forum for all JOM contractors in Arizona to unite and discuss any challenges with JOM, gain guidance, and share best practices. This forum will discuss the student count process, training needs, and share ideas for more effective management of JOM. Collectively we’ll be able to document support needs with NJOMA to address with BIE as well as provide an opportunity to collaborate in creating a united, consistent, support structure for Arizona Indigenous students.
