Federal/State Indicator: Many of you have noticed that we have not opened the ability to modify the Federal/State indicator in the Participant/Concentrator section of the CTE Data Portal. Historically, the system has had a basic functionality whereby it assigns a Federal indicator for any student with a single program. The system recognizes students with two or more programs and has historically assigned the Federal indicator to the first program enrolled and the remainder as State indicators. We have historically allowed you to make changes either manually in the system or through a bulk upload template. The functionality of this area will be changing for the better and will result in fewer changes being needed by the subrecipient. The system will continue to assign students with a single program with the Federal indicator. For those students with more than one program, it will assign the Federal indicator based on a priority of concentrators first, completed the ADE Standards Assessment second, and finally the Nontraditional program last. You will still be able to make manual adjustments directly in the CTE Data Portal for Federal/State indicator; however, it is anticipated that these adjustments will be minor (if needed at all) once this change is implemented. We are keeping this manual functionality so that you continue to have access to your Federal/State indicators but will be discontinuing the bulk upload template at this time.

Use Case Spreadsheet: The Use Case Spreadsheet outlines the more common scenarios for how career and technical education courses are provided, along with the required data needed from various educational entities. This includes the data requirements for nonarticulated courses being provided by the school of residence or instances of CTE courses being provided to district students by outside educational entities (articulated courses). This spreadsheet provides the data elements that must be provided by Perkins subrecipients as a part of the accountability requirements for receipt of funding. Please note that for articulated courses, specific data elements must be provided by the entity administering the courses in conjunction with the school of residence. We are sharing this document with all of the Career & Technical Education Districts (CTEDs) as well.
Please note that some of the data headings may not be identical to the SIS system heading you are used to working with. For those of you working in your SIS system, most of these data elements should be familiar to you. Please keep in mind that these are just examples, as we cannot create scenarios to cover all the possible ways CTE courses might be provided to students. This is just to give you an idea of what information will be needed so that all fields are covered for enrollment and subsequent transcript data (for your participant/concentrator information).
