Military families relocating to Luke do not have to navigate Arizona’s education system alone. The Luke Air Force Base School Liaison Program provides a connection among military families, schools, commanders, and community partners for Preschool-12 education matters.

Exceptional Family Member Program (EFMP)
For families with medical, developmental, behavioral, or educational needs, relocating to a new duty station often involves more than finding a home and enrolling in school. The Exceptional Family Member Program (EFMP) helps eligible military families coordinate support throughout a service member’s career and during assignment transitions.
EFMP is designed to help ensure that the medical and educational needs of eligible family members are considered during the assignment process and that families can connect with appropriate services at their new location.
Three Areas of EFMP Support
- Identification and Enrollment: Identifying eligible family members who have qualifying medical or educational needs.
- Assignment Coordination: Considering documented family needs when evaluating military assignments.
- Family Support: Connecting families with information, resources, advocacy, relocation assistance, and community services.
EFMP Family Support at Luke
Luke Air Force Base’s Military & Family Readiness Center provides EFMP Family Support and helps families connect with military and community resources. Families may receive assistance with information and referral, relocation planning, advocacy resources, educational navigation, and community-based services.
The Luke School Liaison Program also identifies special education navigation as part of its support for military families. This can be especially helpful for students with Individualized Education Programs, Section 504 Plans, specialized services, or other educational needs when transitioning between school systems.
Luke Air Force Base also works with Raising Special Kids, an Arizona organization that provides support, training, information, and individual assistance to families of children with disabilities and special healthcare needs.
Families with a child receiving special education or related services are encouraged to begin preparing before a PCS whenever possible. Keeping copies of the student’s current IEP, evaluations, eligibility documents, therapy information, accommodations, and recent progress reports can help the receiving school better understand the student’s needs.

Located in the heart of the Phoenix metropolitan area, Papago Park Military Reservation (PPMR) has supported Arizona’s military community for generations. Established in 1930, the reservation remains an active military facility supporting the Arizona National Guard and the Arizona Department of Emergency and Military Affairs.
Papago Park’s central location provides military and Guard families access to many of the region’s educational, cultural, recreational, medical, and employment opportunities.
Nearby destinations include Papago Park, Desert Botanical Garden, Phoenix Zoo, Arizona State University, downtown Phoenix, Tempe, Scottsdale, and communities throughout the East Valley.
