<p>The Arizona Department of Education is now accepting nominations for an honorary talent pool that consists of distinguished teachers and principals. We invite you to recommend outstanding classroom teachers and/or principals with exceptional educational talent and impressive accomplishments beyond the classroom.</p>
<p>Educators chosen for the talent pool may be considered for membership on advisory boards and task forces and as candidates for special recognition programs.</p>
<h4>Eligibility</h4>
<p>Only K-5 teachers and administrators are eligible for this award.</p>
<h4>Recommendations</h4>
<p>Do you know a relatively new elementary (K-5) educator that is illustrative not only of our state&#8217;s, but the nation&#8217;s best? Whose lessons provide models for others? Who has distinguished him/herself above and beyond established top-quality professionals in many of our schools? A minimum of five years in education is a must. Candidates are building level personnel. They are typically classroom teachers as opposed to specialists and are recognized by peers and supervisors as unique in their growth. Occasionally a principal or specialist is considered. Previous recognition is not required. In fact, of special interest are educators who are outstanding but have not received other recognition.</p>
<p>Please provide <strong>CONFIDENTIAL</strong>, succinct, and specific information regarding one to three candidates on the Talent Pool Recommendation Form. All questions must be answered, preferably typewritten. Please include a one-page narrative with this form that addresses how the candidate meets the criteria mentioned in this letter. I urge you to take the time to recommend candidates. If necessary, please assign the request to an associate.</p>

			<content:encoded><![CDATA[<p>This program brings two high school juniors and/or seniors from each state to Washington, D.C. for one week to observe the federal government in action. The 104 student delegates are immersed in Washington activities throughout their week&#8217;s stay. Visits to the Senate, House of Representatives, the Supreme Court and the Pentagon are interspersed with visits to various Smithsonian museums. Delegates hear major policy addresses by senators, cabinet members, officials of the Departments of State and Defense and others.</p>
<p>The William Randolph Hearst Foundation will make available to each of the 104 delegates selected to participate in the program a $5,000 scholarship award. Additional information concerning the scholarships will be given to the delegates upon their arrival in Washington.</p>

			<content:encoded><![CDATA[<p>The President signed the fiscal year 2011 Federal Budget on April 15, 2011. Public Law 111-117, the law governing this budget, states that the Byrd Program will not be funded this fiscal year. The Byrd grant programs, covered under this Act, are directly affected by this decision. The Byrd program will not make any new or non-competing continuation awards this year.</p>
<p>Based on this information, and the lack of further federal funding, <span style="color: #ff0000;text-decoration: underline"><strong>the Arizona Department of Education will be unable to award or provide funding for Robert C. Byrd Honors Scholarships</strong></span>. We apologize for any hardships that this may cause those students who had been receiving a Byrd scholarship.
