Every Student Succeeds Act (ESSA)


  • Reauthorizes ESEA, replacing No Child Left Behind (NCLB)
  • Establishes more local control; lessens Federal control
  • Moves decision-making authority for accountability to states, allowing states to determine how to measure student and school success. Lets states determine how to measure student and school success.
  • Encourages evidence-based decision making
  • Emphasizes evidence-based strategies, interventions and programs.
  • Emphasizes alignment and integration of resources of continuous improvement
  • Emphasizes meaningful family engagement
  • Authorizes the Federal Government to support state and local education goals with grants and other resources.

Comprehensive Needs Assessment (CNA)

Acknowledging the current schools’ state honestly and transparently, based on evidence, allows the school to determine its best next steps.  The CNA will allow the school to identify the greatest needs, root causes, and possible solutions and track progress over time.


  • Guides the process of evidence-based decision making to drive continuous improvement in schools and LEAs
  • Reviews school and LEA practices, processes, and systems
  • Considers leading and lagging indicator data
  • Encourages collaborative stakeholder discussions and data analysis to drive continuous improvement.
  • Assists schools with identifying strengths and primary needs to inform the School Integrated Action Plan (SIAP).
  • Provides LEAs with actionable information to guide supports for schools in the LEA Integrated Action Plan (LIAP).
  • Reduces burden on schools and LEAs; one needs assessment instead of many
  • Provides all ADE program areas with coherent information strengthening systems of school support.

School Integrated Action Plan (SIAP)

A living document supporting the iterative process of continuous school improvement, regularly reviewed, monitored and revised as needed, leading to increased student learning and achievement.


  • Includes Primary Needs Statement, Desired Outcomes, SMART Goals (if needed or required).  Strategies and Action Steps and addressing the Primary Needs identified in the School Comprehensive Needs Assessment (CNA)
  • Includes ESSA requirements for Title I, II, III, IV B and School Improvement
  • Demonstrates how schools are aligning their resources to meet the needs of their students
  • Sets monitoring and evaluation measures with success criteria and evidence to ensure successful implementation and increased student achievement

LEA Integrated Action Plan (LIAP)

Evidence-based systems, processes, strategies and action steps supporting implementation of School Implementation Action Plans.

A living document, reviewed, monitored and revised, as needed, leading to increased student learning and achievement.


  • Demonstrates how LEAs are supporting School Integrated Action Plans
  • Demonstrates how LEAs are aligning their resources to meet the needs of their schools as determined by review of all School CNA results
  • Includes ESSA requirements for Title I, II, III, IV B and School Improvement
  • Sets monitoring and evaluation measures with success criteria and evidence to ensure successful implementation and goal attainment
